This Web site is from the Office for Civil Rights.  The site points out again that this is the first Federal Privacy Rule.  The site is a question/answer/FAQ article.  It is quite comprehensive and they have thought of a lot of questions that different groups of people will be asking.

    It stresses that releasing information has to be done very carefully.  HIPAA generally limits the release of information to the minimum reasonably needed for the purpose of the disclosure. 

    The site does attempt to answer why HIPAA was needed.  Everyone has always assumed that their medical information was very private.  With the advent of electronic medical records and filing of insurance claims electronically a method was needed to police the transmission of medical information.

    One very good question is:  Are their going to be changes to the rule?
