I think a central - distributed trunk model using dynamically provisioned bandwidth would make a great Christmas gift for next year. It's not about me, it would be in the form of a strategy to leverage the ongoing network improvements to provide a serious cost savings to the University  in the near term over individually connected PSTN trunks found today at all PSU campus locations. Lots of details are omitted in the above paragraph - that's intentional and makes a more open discussion on technical as well as budget details.
