I have experienced three types of discussions regarding PSU's network. The first type is the one where it is explained that we are following a more hands-off ISP approach. "We provide the transmission not the content." The second type calls our network an enterprise resource. "The integrated backbone is the Penn State network." The third type actually claims both in the same meeting. Usually these discussions revolve around something that we either don't want to do or are unwilling to admit already gets done.
If we are providing services to the enterprise that is Penn State, then that is what we should do. That is to say, build the services to serve the enterprise in the most efficient ways. Prioritize packets to preserve real-time apps, cap bandwidth at interfaces to prevent degradation of services across the board etc.
If we want to provide ISP service, then we need to engineer services, charge accordingly, and stay out of the customers business. I am a big fan of net neutrality, but I don't think that we successfully be both. Texas has a good saying for making these kinds of decisions. "“The only thing in the middle of the road are yellow lines and dead armadillos.” I feel like that is what we are trying to do today, and it's not getting us where we could and should be.
