New Service Proposals

Here in TNS, we have a procedure for proposing new services that involves answering a set of questions and submitting them to the unit Directors for their consideration. It is a useful exercise because it makes you really think about what you are doing. Phil Coolick got the idea to post them to our blogs and I thought that seemed like a good idea, so I'll be putting up some for stuff we are working on shortly.
