Arnold King AM­3222 was transferred to the State Correctional Institution (SCI) in Greene County on October 29, 1997. On that date between 5:45 and 7:30 PM, Mr. King was placed in a cell located in the intake. According to Mr. King, Correctional Officers (COs) Kadar and Wilson came to the cell and ordered him to turn around and face the back wall. CO Kadar placed the handcuffs tight on King's wrist, grabbed the middle of the cuffs and the collar of his jump suit, and rushed him face first into two steel doors. As he was being rushed, CO Kadar punched him in the back, the back of the neck, and the back of the head. CO Kadar then rushed him to the Restricted Housing Unit (RHU) and pushed his face into the brick wall. CO Kadar continued punching him in the back of his body and stating: "You should have never testified at the Senate hearing. You know that guard at SCI Camp Hill, you just fuck up his face. Now we are paying your nigger ass back, you piece of shit." As King was being punched by CO Kadar, CO Wilson attempted twice to steal King's wedding band from his finger. King was taken inside to FB­14 cell as CO Kadar continued to assault his person.

According to Mr. King, it was impossible for him to file a Grievance Report, because SCI Greene does not pass them out. The sergeant or lieutenant must give approval for inmates to receive one. If you do get one, the Grievance Coordinator returns the Grievance into the hands of the guard you filed it against, who claims that the allegation is unfounded. Then the guard gets other guards to retaliate against the inmate, according to Mr. King. Ever since the Commonwealth ruled that inmates have the right to appeal administrative decisions and Misconduct and Grievance appeals, the guards do everything in their power to prevent inmates from filing Grievance Reports.
