William Lowe Boyd is Batschelet Chair Professor of Educational Leadership at the Pennsylvania State University and editor of the American Journal of Education . A specialist in education policy and politics and educational administration, he has published over 140 articles and has co-edited sixteen books. He has served as president of the Politics of Education Association, as an officer of the American Educational Research Association, and has been a Fulbright Scholar in Australia and England, and a Visiting Scholar at ten universities: Monash University, Deakin University, the University of Liverpool, Gothenburg University; the University of British Columbia; the University of Wales at Cardiff; the University of Warwick; the University of Washington; Umea University; and the Chinese University of Hong Kong. He has been the recipient of grants from the National Institute of Education, the Bicentennial Swedish-American Exchange Fund, the American Educational Research Association, the Peters Foundation, and the German Marshall Fund. In November 2002, he received the "Roald F. Campbell Lifetime Achievement Award" from the University Council for Educational Administration.
As a practitioner, he has served as an elementary and high school teacher; as Assistant to the Principal of the University of Chicago High School (part of the famous Laboratory School founded by John Dewey); as Assistant to the Dean of the Graduate School of Education and Liaison to the Chicago Public Schools, at the University of Chicago; as Professor-in-Charge of Graduate Programs in Educational Administration at Penn State; and in a variety of leadership roles in the summer educational programs at the Interlochen Center for the Arts in Michigan.
As a researcher, he has studied education reform efforts in the United States, Australia, Britain, Canada, Sweden, Hong Kong, and South Korea. In affiliation, successively, with the National Center on School Leadership, the National Center on Education in the Inner Cities, the Mid-Atlantic Regional Educational Laboratory for Student Success, and the Center for School Change at the University of Minnesota, he has studied school reform; school effectiveness; urban education; coordinated, school-linked services for at-risk children and families; and the politics and effects of school choice policies.
