There is an ulterior
motive here as anyone aware of UN Agenda 21 knows upon looking at the rants of
the disciples of sustainability, i.e., the idea is to herd us all into the
cities so that we may be better controlled! I see this in my local paper in
Central PA on a monthly basis where the local lunatic community organizer hysterically
gives doomsday scenarios if her gospel isn't accepted, lock, stock, and barrel.
I vividly recall making a comment along these lines after one of her columns
where I asked, basically, what was her final solution for all those who don't
want to be herded. My comment was summarily censored by that paper which is a
card carrying member of PRAVDA USA.
There is nothing wrong with Farmers Markets, for sure. There is everything wrong with using Farmers Markets as an enticement for the work of community organizers, read communists, to be the cattle prods for the aforementioned herding.

Some day when historians are sifting through the ashes of what was once the Free West trying to determine what happened, they will discover that freedom was lost through ‘The Agenda That Wasn’t Really There’.
‘The Agenda That Wasn’t Really There’ is the main strategy being used to push through the very real and dangerous Agenda 21 through villages, towns and cities. The inhabitants of some 1,200 cities—600 of them American—do not even know they’ve been hijacked by the UN’s Agenda 21.
Interesting how Agenda 21 was originated by the first ‘Man Who Wasn’t Really There’, U.N. Poster Boy, Canadian billionaire Maurice Strong. Obama, incidentally is only the second ‘Man Who Wasn’t Really There’.
The reason Obama stands out while Maurice Strong doesn’t, is that arrogant Obama likes to boast openly about his obsession to Fundamentally Transform America, while Maurice Strong has always played in the dark of the background.
Obama came out of the nowhere of the streets of Chicago, undocumented, and with zero experience or skills other than those owned by hundreds of thousands of community organizers/activists who get by, courtesy of a capacious government teat.
Maurice Strong came out of nowhere with only a Grade 11 education to spend a lifetime making it rich as the Father of the Environment through the government-funded U.N. Strong breezed into the Big Apple at age 18, arriving at Turtle Bay to take up a ready made job as assistant pass officer in the Identification Unit of the Security Section. He lived with Noah Monod, then treasurer of the U.N. It was when he first met David Rockefeller and learned that all U.N. funds were handled by Rockefeller’s Chase Bank.
Long lost over time is that the U.N. physical headquarters got its start in life from the Rockefellers who bought land that had formerly housed an abattoir. Those folk old enough can still remember the frightened squeals of animals being led to slaughter.
Today it is the freedom of the human race being led to slaughter with most folk not even aware of how and where they are being led.
More than a lifetime has passed, but Rockefeller, at age 97 and Strong, now 83 are still here.
The era when Strong was in training was the same one when global governance emerged. The idea of allowing the U.N. to become a supranational agency was advanced by the Rockefellers and the Rockefeller-funded Council on Foreign Relations.
It was difficult for the masses to catch on to the game-plan with the U.N. masquerading as ‘Grand Peace Central’.
It was the late great Henry Lamb (1938-2012) who first began documenting and writing the history of the real United Nations. Lamb, who attended U.N. meetings at his own expense, became the ‘Bible of all things U.N.’
At the tender age of 18, Strong, with no real education, just happened to be looking for opportunities in all the right places. As an indication how far he was to go, he was 67 years old when he was appointed Senior Advisor to incoming U.N. Secretary General, Kofi Annan in 1997. Strong’s well-paid mission was “to assist planning and executing a far-reaching reform of the world body”. Annan didn’t have to go too far to find his senior advisor, who was in those days already an active member of the Commission on Global Governance.
Why doesn’t the name Maurice Strong blink on like one of Mr. Edison’s light bulbs when Agenda 21 is being discussed?
“Strong prefers to operate in the background. He, perhaps more than any other single person, is responsible for the development of a global agenda now being implemented throughout the world.” (Henry Lamb).
Though word leader lemmings and the U.N. have turned citizen suspicion of the all-encompassing Agenda 21 into conspiracy theory, ‘The Agenda That Wasn’t Really There’ is the world’s most clear and present danger.
The toxic tentacles of Agenda 21 go all the way to China and back; to Obama’s personal friend Bill Ayers and down through the Black Panthers.
Some 178 countries are now pushing Agenda 21 but these are only the countries we know about.
Strong operates these days from the Peoples Republic of China. As Lamb pointed out, “Strong’s cousin, Anna Louise Strong, was a Marxist, and a member of the Comintern, who spent two years with Mao and Chou En-lai. Her burial in China in 1970 was organized personally by Chou En-lai. Maurice is well received in China, partly because of his cousin’s connections.”

In any case, it wouldn’t matter where Maurice Strong lived. Strong, like all U.N. operatives, is fully covered by Diplomatic Immunity. There are some fish who are never caught.
Just like its architects who bob in and out of everyday life and who never have to worry about Justice catching up with them, Agenda 21 is hard to nail down. It suits to a ‘t’ the old saying: “It would be like trying to nail jelly to a wall”.
Prominent among the claims that it doesn’t exist is the one defining Agenda 21 as “a non-binding resolution not a treaty, which carries no legal authority from which any nation is bound to act. It has no teeth.” (Tom DeWeese).
Of course Agenda 21 has no teeth, it only has fangs.
A huge part of the problem in trying to fight off ownership by Agenda 21 are the multiple names and descriptions for it and the tons of U.N. paper produced to keep it recycled through the countless bureaucrats in villages, towns and cities.
A veritable moving target that never goes away, Agenda 21 has more pages and as many clauses as the unread Health Bill known as ObamaCare.
As patriots try to define it, the U.N. continues to change it—at least in description and words.
The best definition of Agenda 21 comes right from the U.N. itself. In 1993, the U.N. published ‘Agenda 21: The Earth Summit Strategy to Save Our Planet’: “Agenda 21 proposes an array of actions which are intended to be implemented by every person on earth…it calls for specific changes in the activities of all people…Effective execution of Agenda 21 will require a profound reorientation of all humans, unlike anything the world has ever experienced.”
And if you think they are kidding in this Science Fiction-type definition of ‘The Agenda That Really Wasn’t There’, ICLEI (Local Governments for Sustainability) proves otherwise.
After the Maurice Strong-led Earth summit in 1992, ICLEI set its mission to move into the policy process of local governments around the world to impose Sustainable Development policy. It now operates in more than 1,200 cities globally, including 600 American cities, all of which pay dues for the privilege of working with ICLEI.
Nothing in Orwell’s 1984 can match the full horror of Agenda 21. It is serfdom by stealth.
Written in innocent-sounding, Save-Mother-Earth style under the ruse of environmentalism, this major undertaking is the mechanism to confiscate privately held lands; the ironclad means to dictate to people from all walks of life, where they can live, what they can eat and drink, what to drive, and how to heat and light their apartments or homes.
Agenda 21 is a blight extending over all countries in the world, much worse than the killer flu bugs about which the U.N. sends out its dire warnings. The Agenda’s main focus is currently the United States of America, now that a Marxist president is in the White House, seeking a second term.
Forget nightmares whose end rounds entire populations in FEMA camps. Agenda 21 captures communities without their populations even being aware of it. Like carbon monoxide its intent will not be detected until it is too late.
Why are world cities marching lemming like toward the edge of the cliff?

Make no mistake about it, ‘The Agenda That Wasn’t Really There’, if not blocked, will make slaves of us all, including our children and grandchildren.
One of the most nightmarish aspects of Agenda 21 can be dispatched with this knowledge. The architects of this U.N. endeavor are not faceless bureaucrats. The faceless bureaucrats are only the flunkies. The masterminds administering Agenda 21 are the David Camerons, Angela Merkels, Francois Hollandes, Hugo Chavezes, et al. In other words, the world leaders.
As in-your-face as he is, Obama is only a Johnny-Come-Lately in the theme of world governance; a sock puppet whose actions are manipulated by Maurice Strong and George Soros who put him there—only—for the advancement of their long-planned One World Government power schemes.
There is nothing original about Barack Hussein Obama, whose community organizer talent recommended him for the job as US President.
Don’t look for any voluntary let up from the U.N. God doesn’t live at the U.N., Gaia does.
But the Almighty, mercifully still rules in the hearts of Christians.
There is a way to escape the serfdom of Agenda 21. Its lifeblood is the communities and their municipal/civic governments. Luckily, municipal elections long dominated by apathy leave openings for patriots. The best resistance to Agenda 21 is taking advantage of the apathy and running as a councillor, reeve, or mayor in the next municipal election.
Google the dates of the next local election in your community. Print brochures, knock on doors, use the Internet to contact prospective voters.
Don’t let the prospect of hard work after election hold you back. Do you know any mayor or councillor who died of hard work in office?

If words can be used to dupe the masses, the masses can change the words to come up with those of their own.

Not exactly, but Obama is already working to get rid of them.

President Obama is not a fan of America’s suburbs. Indeed, he intends to abolish them. With suburban voters set to be the swing constituency of the 2012 election, the administration’s plans for this segment of the deserve scrutiny. Obama is a longtime supporter of “regionalism,” the idea that the suburbs should be folded into the cities, merging schools, housing, transportation, and above all taxation. To this end, the president has already put programs in place designed to push the country toward a sweeping social transformation in a possible second term. The goal: income equalization via a massive redistribution of suburban tax money to the cities.
Obama’s plans to undercut the political and economic independence of America’s suburbs reach back decades. The community organizers who trained him in the mid-1980s blamed the plight of cities on taxpayer “flight” to suburbia. Beginning in the mid-1990s, Obama’s mentors at the Gamaliel Foundation (a community-organizing network Obama helped found) formally dedicated their efforts to the budding fight against suburban “sprawl.” From his positions on the boards of a couple of left-leaning Chicago foundations, Obama channeled substantial financial support to these efforts. On entering politics, he served as a dedicated ally of his mentors’ anti-suburban activism.
The alliance endures. One of Obama’s original trainers, Mike Kruglik, has hived off a new organization called Building One America, which continues Gamaliel’s anti-suburban crusade under another name. Kruglik and his close allies, David Rusk and Myron Orfield, intellectual leaders of the “anti-sprawl” movement, have been quietly working with the Obama administration for years on an ambitious program of social reform.
In July of 2011, Kruglik’s Building One America held a conference at the White House. Orfield and Rusk made presentations, and afterwards Kruglik personally met with the president in the Oval Office. The ultimate goal of the movement led by Kruglik, Rusk, and Orfield is quite literally to abolish the suburbs. Knowing that this could never happen through outright annexation by nearby cities, they’ve developed ways to coax suburbs to slowly forfeit their independence.
One approach is to force suburban residents into densely packed cities by blocking development on the outskirts of metropolitan areas, and by discouraging driving with a blizzard of taxes, fees, and regulations. Step two is to move the poor out of cities by imposing low-income-housing quotas on development in middle-class suburbs. Step three is to export the controversial “regional tax-base sharing” scheme currently in place in the Minneapolis–St. Paul area to the rest of the country. Under this program, a portion of suburban tax money flows into a common regional pot, which is then effectively redistributed to urban, and a few less well-off “inner-ring” suburban, municipalities.
The Obama administration, stocked with “regionalist” appointees, has been advancing this ambitious plan quietly for the past four years. Efforts to discourage driving and to press development into densely packed cities are justified by reference to fears of global warming. Leaders of the crusade against “sprawl” very consciously use environmental concerns as a cover for their redistributive schemes.
The centerpiece of the Obama administration’s anti-suburban plans is a little-known and seemingly modest program called the Sustainable Communities Initiative. The “regional planning grants” funded under this initiative — many of them in battleground states like Florida, Virginia, and Ohio — are set to recommend redistributive policies, as well as transportation and development plans, designed to undercut America’s suburbs. Few have noticed this because the program’s goals are muffled in the impenetrable jargon of “sustainability,” while its recommendations are to be unveiled only in a possible second Obama term.

Congressional report finds White House eagerness to tout stimulus fast-tracked ill-fated $535M loan

A congressional report concluded Friday that "political pressure" by a White House eager to tout stimulus spending was largely to blame for fast-tracking the ill-fated $535 million Solyndra loan guarantee -- findings compounded by the release of an email that showed the former CEO once referred to the aid as "The Bank of Washington."
The email and the report were released by Republicans, who continue to use the scandal to portray the Obama administration as careless with taxpayer money in pursuit of its alternative-energy agenda.
The email, posted online by the Republican National Committee, was a late 2009 message from ex-CEO Chris Gronet. "The Bank of Washington continues to help us!" he exclaimed, pointing to the recently approved loan guarantee and other tax incentives the company might use.
The report, meanwhile, was released by Republicans on the House Energy and Commerce Committee and caps a nearly yearlong investigation by the panel into why the government allegedly ignored red flags to approve the loan. Solyndra, a solar-panel firm, filed for bankruptcy last year.
"It is clear (the Department of Energy) should never have issued the loan guarantee to Solyndra," the report said, adding that a subsequent decision to restructure the terms "violated the plain language of the law."
The report, which follows another GOP-authored congressional study earlier this week on the Justice Department's Fast and Furious scandal, is sure to fuel an election-year furor over questionable taxpayer investments in private companies.
The Obama administration has argued that the overall loan guarantee program has been successful and critical to supporting alternative energy innovators. In response Thursday, the administration blasted the GOP report and defended the integrity of the program.
"This is month 18 of this congressional investigation and everything disclosed ... affirms what we said on day one: this was a merit based decision made by the Department of Energy," White House spokesman Eric Schultz said. "As Republicans won't answer how much investigation has cost taxpayers, we believe they should instead be focused on legislation to creating jobs and grow the economy."
But an overriding theme in Thursday's report is that the Department of Energy was under pressure from the beginning in 2009 to approve the Solyndra loan guarantee despite warning signs.
"This report conclusively shows that DOE pushed forward with the guarantee despite these warnings because of the Obama administration's desire to use the Solyndra guarantee to highlight its stimulus," the report said.
The report cited a March 2009 phone call between an Energy Department official and the White House, calling that the genesis of the "conditional commitment" -- incidentally just a few weeks before a major Obama speech on the stimulus -- though "key terms" of the deal were not settled.
Further, the report said the September 2009 closing was guided by a Sept. 4 groundbreaking event, claiming the closing date was set by the White House and Energy Department before the budget office's review.
That review, the report said, then "took a mere 9 days, even though it was the first DOE loan guarantee ever made."
The report concluded that the overall loan guarantee program was a "poor fit for the stimulus," citing an October 2010 memo that noted some projects probably would have gone forward without federal funding.
The report did not level corruption charges at the administration, despite early suggestions by lawmakers that cronyism was at play. The report did claim that George Kaiser, an Obama backer whose foundation invested heavily in Solyndra, was "closely involved" in decisions on the loan.
Meanwhile, the House
Energy and Commerce Committee on Wednesday approved a bill that would end for
good the loan guarantee program and impose new safeguards over existing loans.

Morning Bell: Solyndra Revelations Show It’s Time to Close the “Bank of Washington”

“The Bank of Washington continues to help us!” bragged Solyndra CEO Chris Gronet in emails  released last week.
An investigation by the House Energy and Commerce Committee revealed that Solyndra—the solar company that went under, taking more than $600 million in taxpayer funds with it—wasn’t ever supposed to be an independent business. It was built to rely on the taxpayers.
“Getting business from Uncle Sam is a principal element of Solyndra’s channel strategy,” wrote Tom Baruch, founder of Solyndra investor CEMA Capital, in an August 10, 2010 email.
Getting federal money was integral to Solyndra’s business model. But even with government backing, Solyndra failed—just one of a growing list of companies in the Green Graveyard  that took taxpayer money and went bankrupt.
The emails released  between Solyndra stakeholders and Obama Administration officials show that Solyndra’s investors knew the company was a bad bet for taxpayers, but the Administration wanted the energy loan guarantee program to be perceived as successful. Meanwhile, the Government Accountability Office was finding that the Department of Energy played favorites  with the program, and high-level advisers including Treasury Secretary Tim Geithner were raising red flags .
When it became clear that the company wasn’t going to make it, White House communications director Dan Pfeiffer wrote to White House insiders Stephanie Cutter and David Plouffe: “This is going to be a real pain, Solyndra is about to go under apparently.”
Despite 12 such failures—companies taking taxpayer money yet going bankrupt—the Administration hasn’t given up its push for solar. In July, Interior Secretary Ken Salazar characterized the bankruptcies and delays that have plagued the solar manufacturing sector as “just minor (and expected) blips for the industry.”
“Across the Administration, we’re looking at ways to create jobs and strengthen the economy—and a big part of that is building a sustainable, clean energy future,” Salazar said. But as Heritage’s Michael Sandoval reports :
Salazar’s touting of
job creation is at odds with the Department of Energy’s David Frantz, who
oversees the DOE loan guarantee program.…Frantz told House
members that these large, utility-scale renewable projects really could not be
counted upon for creating jobs. “The predominance of our portfolio—and the
objective, really, of the act—is to be creating large infrastructure,
utility-scale projects; and, by definition, they are not a multiplier for
job creation,” Frantz said.
Still, lawmakers in
both parties have embraced the job creation fallacy. Heritage’s Nicolas Loris
has noted 
that both Democrats and Republicans:
…like loan guarantees
(or tax credits or direct grants) if they support projects for their
politically preferred sources of energy, such as clean coal and nuclear, or if
they bring jobs to their districts that they can take credit for creating. But
these programs do not create jobs. They misallocate labor and capital by
shifting taxpayer dollars away from economical projects and toward political
whether in the form of taxpayer-backed loans or outright grants, are a
bipartisan boondoggle that simply does not work. Looking back, President George
W. Bush’s solar initiative sounds very similar
 when compared to President Obama’s.
The aptly named “No More Solyndras” Act, now in the House Energy and Commerce Committee, would stop the government from giving out new taxpayer-backed loan guarantees. For applications that are already under consideration or have received conditional commitment, the bill would require the Secretary of the Treasury to make a recommendation based on the merits of the program. Although not perfect, the legislation moves us in the right direction toward finally ending this program.
As subcommittee chairman Ed Whitfield (R-KY) said last week, “Instead of handing out billions in loan guarantees to selected companies, we can do much more good by removing billions in unnecessary regulatory compliance costs.”
There are plenty of job-killing regulations holding back American companies. A lack of taxpayer dollars is not the problem. It’s time to close the “Bank of Washington” and allow truly successful, viable technologies to rise to the top.

Citing national security and environmental degradation, the federal government has pressured the manufacture of solar panels in the U.S. by enacting tax credits, loan guarantees, and state mandates for utilities to derive a certain percentage of their electricity from green energy even though the green energy is more expensive than traditional energy and the cost would be passed on to the consumer while the taxpayers guarantee the loans.
With all the government involvement in “green” energy, less than 0.1 percent of all electricity produced in the U.S. is generated by solar panels. Stimulus funding and tax incentives have kept the solar industry alive worldwide. When government funding stopped, as it has been the case of four large solar panel manufacturers in Germany and numerous ones in the U.S., those companies declared bankruptcy.
Photovoltaic solar panels can be used on a small or large scale while concentrated solar technologies can only be used for utility-scale electricity generation. This administration declared in the Blueprint for a Secure Energy Future:
“We invented the photovoltaic solar panel, built the first megawatt solar power station, and installed the first megawatt-sized wind turbine. Yet today, China has moved passed us in wind capacity, while Germany leads the world in solar.”
What bureaucrats fail to mention is that the four largest German suppliers have gone bankrupt and twelve American manufacturers involved in solar panel production and/or renewable energy storage have filed for bankruptcy. Amy Payne of Heritage Foundation calls the twelve American manufacturers “the Green Graveyard of Taxpayer-Funded Failures.”
Alexandre E. Becquerel discovered the photovoltaic effect but it was the American inventor, Charles Fritts, who made the first solar cell in 1883. RCA, Texas Instruments, and the Japanese used PV panels on a small scale. It was the oil crisis of the 1970s that increased the attractiveness of solar panels but they remained expensive. President Carter offered the first “direct federal support for solar [panel] manufacturing.”
There are two types of solar panel manufacturing:
A polysilicon plant requires $500 million-$1
billion in construction capital. European, American, and Japanese companies dominate
the polysilicon manufacturing. Polysilicon,
which is based on sand, represents about one-fourth of the total cost of a

The production of solar glass requires massive capital and large shipping costs. Sixty percent of the global supply is produced by four manufacturers, Asahi, NSG Group, Saint Gobain, and Guardian. (Green Rhino Energy, Value Chain Activity: Manufacturing Solar Glass)
According to Paula Flowers, Asahi Glass of Japan produces more than 50 percent of the world’s solar glass through its AGC Solar, a Belgium-based company. Its factory in Kingsport, TN produces solar glass for the U.S. market. (TN Solar Energy Activities Update, TN Chamber of Commerce and Industry, October 7, 2011)
The Department of Energy estimates that the plant manufacture of 120 MW of solar cells per year would need at least $40 million in initial investment. The solar cells are cut wafers into 5X5 or 6X6 inch pieces linked by copper leads. A wafer is a shaped polysilicon into an ingot.

The modules weigh 34-62 pounds and are comprised of 60-72 cells covered by solar glass to protect against environmental damage and are attached to an aluminum frame and supported by a plastic backing.
Currently, lack of profitability has driven the consolidation of the solar panel industry into the hands of ten companies that control half of the global production of photovoltaic solar panels and they are located in China and Taiwan who subsidize exports and have been accused of engaging in dumping of products on foreign markets at prices lower than prices charged on domestic markets. China currently exports 95 percent of all the photovoltaic panels it produces. (CRS Report for Congress, April 27, 2012, p. 17)
Federal programs that created our domestic demand for solar photovoltaic panels have reached funding limits and have expired such as the 1603 cash grant program, the advanced energy manufacturing tax credit, and the S. 591, introduced by the 112th Congress to extend the credit, will expire at the end of 2016. Examples of government support for solar power include advanced energy manufacturing tax credit (MTC) which reached funding cap in 2010, Section 1705 Loan Guarantee Program for “new and significantly improved” technologies, the investment tax credit (ITC) which ends in 2016, the Section 1603 Treasury Cash Grant Program, and the Sunshot Initiative of the DOE.
The White House Fact Sheet lists 27 Solar PV manufacturers who received 48C Manufacturing Tax Credit (MTC) from approximately $1 million to $142 million. Two of the companies listed have already filed for bankruptcy: Abound Solar Inc. which received $12.6 million in 48C MTC and Amonix Inc., which received $3.6 million in 48C manufacturing tax credit. John Boehner’s office issued a statement last week that the former Office of Management and Budget Director ignored warnings on Solyndra’s insolvency – millions of taxpayer dollars could have been saved by closing the company immediately and selling its assets. “Instead, the DOE restructured the loan to Solyndra (a solar cell manufacturer), putting private investors ahead of taxpayers for repayment if the company closed (crony capitalism). Solyndra’s liquidation will recover just $24 million of the $527 million that taxpayers lent to the company.”
A bill is making its way through Congress, No More Solyndras Act, which will ban any new loan guarantees from title XVII of the Energy Policy Act of 2005.
“The competitiveness of solar PV as a source of electric generation in the United States will likely be adversely affected both by the expiration of these tax provisions and by the rapid development of shale gas, which has the potential to lower the cost of gas-fired power generation and reduce the cost-competitiveness of solar power, particularly as an energy source for utilities. In light of these developments, the ability to build a significant U.S. production base for PV equipment is in question.” (CRS Report for Congress, Summary, Michaela D. Platzer, April 27, 2012).
Does the teenage kid who sells used records count as someone who has a green job? What about an oil lobbyist, or someone who works at an antique shop? Those all count as “Green Jobs” according to the Obama Administration’s top statistician at the Bureau of Labor Statistics.
The “Green Jobs” initiative cost $38.6 billion or $5 million per job and now through the Oversight Committee’s work we are learning more about how the Obama administration gambled away tax payer dollars to support their ideological interests. Of course, those of us who have been paying attention know that the Green Jobs movement has been a scam all along. One need only read Morriss, Bogart, Dorchak and Meiners’ Green Job Myths to know that promoting specialized jobs the market was not demanding, rather than focusing on productivity, would create low-paying jobs in less desirable conditions.
How did we get here? In part we can attribute the Green Jobs Debacle to the Obama Adminstration’s trust of special interest groups who promoted the idea of green jobs by embedding within their analysis dubious assumptions and techniques. In short, the vaunted “science-driven” forces of the Left were driven more by ideology than by empiricism. As Morriss et.al. predicted, there were 7 myths associated with green jobs, myths that flew in the face of science and logic:
Nearly every myth they highlighted has since been proven to be just that, a myth, founded on nothing but ideology. Solyndra and the dubious counting methods employed by the Obama Administration are just further proof of the Green Jobs Scam. Indeed, as Morris et.al., predicted “To attempt to transform modern society on the scale proposed by the green jobs literature is an effort of staggering complexity and scale. To do so based on the wishful thinking and bad economics embodied in the green jobs literature would be the height of irresponsibility.” In light of the dubious counting methods employed by BLS, it seems the Green Jobs Scam was indeed the height of irresponsibility.

Under President Obama's half a billion dollar 'green energy' initiative for the military the Navy spent $26 a gallon for biofuel made from algae
Think that's expensive? That's nothing. The Air Force recently spent $59 a gallon for biofuel made from sugar.
The negative impact of using sugar for biofuels is that it causes a rise sugar prices, driving up the cost of thousands of food products. Hitting every American family in the pocketbook.
But don't think this is about green energy. Or renewable energy. Or any other bumper sticker slogan.
It's all about paying-off supporters and donors. A company named Solazyme makes the Navy biofuel. Gevo produces the Air Force biofuel. Both companies are surrounded by Obama insiders, supporters and donors.
Solazyme has spent more than $300,000 on lobbying federal decision-makers since 2009. Its executives have contributed thousands of dollars to Obama and influential Congressmen.
A major shareholder in Gevo has contributed more than $535,000 to political campaigns since 1996, including to Barack Obama.
This is nothing more than plundering the U.S. Treasury to enrich friends, donors and supporters.
On Wednesday, President Obama traveled to eastern Ohio to campaign in one of the most critical states of the 2012 race. But in the very same region where Obama asked for another four years in office, Rep. Bill Johnson, R-Ohio, says anti-coal regulations just resulted in scores of layoffs at a coal-fired power plant.
“Ohio gets 87% of its energy from coal … there are thousands and thousands of Americans whose livelihoods are dependent on their jobs in the coal industry,” Johnson told WND.

Agency's decision on beetle could affect Keystone XL pipeline

LINCOLN — A federal agency's recent decision involving the endangered American burying beetle could cause up to a year's delay in construction of the Keystone XL pipeline, if the project wins federal approval, an environmental group said Tuesday.
But a spokesman for pipeline developer TransCanada Inc., said that assessment was premature and that the company would be able to work around new rules concerning the beetle.
On Tuesday, an official with the U.S. Fish and Wildlife Service confirmed the agency is not allowing researchers hired by pipeline TransCanada to trap and relocate the endangered beetles from the new path of the controversial crude-oil pipeline until the project receives federal approval.
That's a change of procedure. Researchers hired by TransCanada were allowed to move hundreds of beetles from the initially proposed path through Nebraska's Sand Hills in the name of research.
Mike George, state supervisor of the federal agency, said a lawsuit filed by anti-pipeline environmental groups last year prompted Fish and Wildlife attorneys to re-evaluate its practices.
Now, he said, research projects on endangered species that require disturbing the species will not be allowed before major construction projects, like the Keystone XL, gain a federal permit.
An official with the Center for Biological Diversity, one of the groups that sued the Fish and Wildlife Service last year, said the decision might delay construction of the pipeline by up to a year. That's because trapping and relocating American burying beetles can only be done in the spring and summer.
Noah Greenwald of the Tucson, Ariz., group said that the change is a “surprise victory” for the beetle because the lawsuit had to be dropped after the Obama administration rejected the initial permit application for the Keystone XL due to concerns about crossing the groundwater-rich Sand Hills.
Greenwald said that if TransCanada has to wait to relocate beetles in the new pipeline path, it could delay construction for an entire year.
But TransCanada spokesman Shawn Howard said the environmental group was “getting way too far ahead of themselves.”
It's unclear how many beetles might be in the pipeline's new route around the Sand Hills, Howard said. He added that construction of the Keystone XL is expected to take two years, and work could be adjusted to allow for removal of any beetles without affecting that timetable.
“There's a lot of ways to deal with this,” Howard said.
One of the nation's experts on American burying beetles, Wyatt Hoback of the University of Nebraska-Kearney, was hired by TransCanada to trap, document and relocate beetles in the path of the original pipeline. A wide strip of grass was mowed to discourage the beetles from returning.
The research found higher densities of the burying beetle — which buries dead rodents it finds to protect the food from other animals — than originally expected.

A new book claims that if President Barack Obama is re-elected in November, he’d take his Solyndra-esque “green” agenda several steps further with many new “progressive” policies – including a “massive ‘green’ stimulus.”
In “Fool Me Twice,” which will be released on Aug. 7, WorldNetDaily’s Aaron Klein and Brenda J. Elliott lay out a vision of what Obama’s second-term agenda would look like – and The Daily Caller has gotten an exclusive look at the plans Klein and Elliott say Obama would have for his “green” agenda.
Specifically, Klein and Elliott write that Obama would establish a “green bank” and try to “’green’ the Pentagon, even as America’s true defense capabilities are radically diminished,” all while launching a “giant international spread-the-wealth scheme, with Uncle Sam paying penalties to the developing world for our ‘climate crimes,’ based on the questionable ‘science’ behind global warming.”
The authors also say Obama will implement a “new massive ‘green’ stimulus,” the consequences of the failures surround Obama’s 2009 stimulus – and the crony capitalism behind loan guarantees like Solyndra – be damned.
Klein and Elliott add that “integral to the progressives’ green agenda is the ‘shutting up’ of conservative opposition to bogus ‘climate science,’ its corrupt cronyism and financially unsustainable green industries.”
“This includes revived proposals for using the Federal Communications Commission to shut down conservative talk radio critics of the green (and greed) agenda,” the authors write.
The way Klein and Elliott deduce Obama’s upcoming green agenda is from a series of organizations connected directly to the president’s policymaking. “An organization that calls itself the Presidential Climate Action Project, or PCAP, has been working with the Obama administration since day one to help craft and implement White House environmental policy,” they wrote.
“If Obama is reelected, progressive plans backed up by proposed legislation aim for an immediate and massive increase in federal funding for domestic ‘green’ projects,” they added. “A seminal November 2010 report by the de facto policy nerve center of the Obama White House, the Center for American Progress, titled ‘Cutting the Cost of Clean Energy 1.0,’ recommends a de facto federal ‘green bank’ for the sole purpose of loaning or granting public funds to so-called clean energy companies.”
Klein and Elliott point out that the Center for American Progress (CAP) report calls for the establishment of an “Energy Independence Trust,” that would “borrow from the federal treasury to provide low-cost financing to private-sector investments in clean energy.”
The authors then highlight how President Obama used his most recent State of the Union address – the last one before the upcoming November election – to call for “exactly” what far left wing advocates at CAP have been demanding for a “full fourteen months.”
That’s because “the direct links between the seven authors of CAP’s Energy Trust report and the Obama administration leave little to the imagination about how the progressive think tank’s recommendations become Obama’s policies.”
Perhaps even more controversial than his plans to establish politically left wing “green” policies in a second term, many of which haven’t worked in his first term, are what the authors say are Obama’s plans to regulate media to discourage dissenting thought.
Citing the November 2009 Climategate controversy – where scores of emails showed a conspiracy to withhold information and research that contradicted “global warming theory” from the public – Klein and Elliott argue a second-term Obama administration would “want to silence the theory’s critics in the public media.”
In fact, PCAP argues for the re-implementation of the “Fairness Doctrine.” That policy forced radio broadcast license holders to “treat ‘controversial issues of public importance’ in a ‘balanced’ manner, giving equal time to both sides.”
In the 1980s, President Ronald Reagan rescinded the policy because it was viewed as “obsolete” with a wide range of new media then available.
Klein and Elliott add that PCAP “is not alone in calling for the silencing of global warming theory’s critics.”
“In a remarkable display of paranoia, just prior to his appointment as President Obama’s so-called Regulatory Czar in 2009, Cass Sunstein wrote a lengthy academic paper suggesting the government should ‘infiltrate’ social network websites, chat rooms and message boards,” they wrote. “Such ‘cognitive infiltration,’ Sunstein argued, should be used to enforce a U.S. government ban on ‘conspiracy theorizing.’”
Above all else – while Obama would, if re-elected, continue trying to further the cause of left wing environmentalists – crony capitalists will continue to get richer, Klein and Elliott argue.
“Easily overlooked in the morass of Obama’s second-term drive for a radical increase in federal spending on ‘clean energy’ is not simply the utter incompetence of some of the major recipients of ‘green stimulus’ funds but also the rank corruption intrinsic to those hand-outs, as Washington cronyism is routinely ignored by the mainstream news media,” they wrote, adding later: “One thing we do know for certain is that investors like T. Boone Pickens and George Soros will not lose one dime—nor will Big Energy.”

The White House is expected to OK federal standards in the next few weeks that will nearly double vehicle gas mileage for vehicles by 2025, as automotive dealers warn the changes could slam the recovering retail car industry because they will come with sticker prices that will keep buyers off their lots.
The recommendations call for “fleet wide” gas mileage of 54.4 miles a gallon by 2025 -- essentially the average gas mileage for cars, trucks, vans and all other vehicles in a model year.
The Environmental Protection Agency and National Highway Traffic Safety Administration submitted their proposed 2017-2025 fuel-efficiency recommendations in mid-July to the administration’s Office of Management and Budget.
“Dealers support fuel economy increases,” Bailey Wood, a National Automobile Dealers Association spokesman told FoxNews.com Saturday. “But if dealers cannot put vehicles on the road, we cannot reduce greenhouse gases or our dependence of foreign oil.”
He confirmed a final decision could be issued as early as August 15.
If approved, the changes are projected to save average American motorists roughly $8,200 at the pump over the life of their vehicles, but would also cost them as much as $3,000 more for a new vehicle.
One major concern is whether buyers will be able to get a loan, which critics of the proposal say would hurt Detroit automakers, including Chrysler and General Motors, who needed billions in taxpayer-funded bailouts during the recession to stave off bankruptcy.
Another concern is the Obama administration’s plan -- which includes more hybrid and electric cars -- will not achieve its goal of “getting gas-guzzlers off the road” because motorists will keep their existing cars or be forced to buy less-fuel-efficient used ones, Wood said.
The recommendations have the support of the Detroit's Big Three, which also includes Ford, and roughly 10 other major automakers, despite them costing the industry a reported $157.3 billion.
Another concern is that better fuel efficiency will result in less gas buying and, consequently, $57 billion less in federal gas-tax revenue through 2025, according to a May 2 report by the Congressional Budget Office.
The nonpartisan office also proposed several options including an increase to the 18.4-cents-a-gallon gas tax or cutting funding to mass transit and road repairs, for which the taxes help pay.
“This agreement on fuel standards represents the single most important step we’ve ever taken as a nation to reduce our dependence on foreign oil,” the president said in July 2011 when announcing the proposed changes. “Using less oil also means our cars will produce fewer emissions. So when your kids are biking around the neighborhood, they’ll be breathing less pollution and fewer toxins.”
GOP presidential candidate Mitt Romney has said that, if elected, he would look for a better way to improve fuel economy than changing corporate average fuel efficiency, or CAFE, mileage requirements.
"The best approach is to try and build vehicles that people want, rather than having the government telling the companies what they must make," he told The Detroit News in June.
"I would work with the manufacturers to find ways to encourage fuel economy on the part of the consumer. But trying to have the manufacturer push the product on the consumer — that the consumer doesn't want — is not the right approach."

Abstract: For decades, coal has literally been the rock that has powered America with cheap, reliable energy. Yet the federal government is using every possible avenue to reduce coal’s role in American energy production by creating an environment in which coal production’s decline is inevitable. Congress should reform federal policies and regulations to enable the market—not federal politicians and bureaucrats—to determine the role of coal in U.S. electricity generation. This includes repealing, preventing, or freezing unnecessary regulations and empowering the states to appropriately balance economic growth and environmental protection.
Used to power nearly half of all electricity generation for years, coal is the single largest electricity source in America. With 497 billion tons of recoverable coal in the United States—enough to provide electricity for 500 years at current consumption rates—coal has the potential to be an important resource long into the future. Regrettably, the Obama Administration has taken actions that significantly reduce coal’s share of America’s energy portfolio now and in the future. The proposed and newly implemented regulations affecting coal will drive up energy costs for Americans and business owners and destroy jobs, but do little to protect the environment. These regulations will not only drive up the costs of goods and services that promote public health, such as access to affordable heating and air conditioning, but also divert resources away from activities that could truly improve America’s public health. They are based on a weak scientific foundation and would significantly increase compliance costs for existing coal plants and effectively bar construction of new ones, which will increase the cost of electricity for consumers and business.
The attempt to drive coal out of America’s energy portfolio goes even further. A host of Environmental Protection Agency (EPA) permit requirements have delayed construction of new coal plants, led to fuel switching, or resulted in withdrawn permit applications. Further, despite remarkable improvements in coal mining operations and mining safety, the permitting process for mining and regulations for worker safety have been costly and failed to produce the desired effects. Congress should overhaul the regulatory approach to coal to create a framework that restricts overregulation, empowers the states, balances economic growth and environmental well-being, and creates a timely permitting process for all aspects of coal production. Congress should also eliminate all subsidies for coal technologies.
During his first presidential campaign, Barack Obama warned Americans that electricity prices would “necessarily skyrocket” under his proposal to reduce carbon dioxide emissions with a cap-and-trade system. Specifically, legislative attempts to cap carbon with stringent cap-and-trade provisions would force power companies to take coal power plants offline or make costly upgrades, and both choices would increase the cost of generating electricity. Although cap-and-trade never became law, unelected bureaucrats are implementing regulations that have the same effect. The Environmental Protection Agency, the Office of Surface Mining Reclamation and Enforcement (OSMRE) in the Department of the Interior, and the Mine Safety and Health Administration (MSHA) in the Department of Labor have promulgated a host of new rules that will increase the costs of mining coal, building new plants, and operating existing plants. These regulations include:
The consulting group ICF International estimates that 20 percent of America’s coal power plants could be retired as soon as 2020 because of the EPA’s air, waste, and water regulations. The Institute for Energy Research projects that the Cross State Air Pollution “transport rule” and the Utility MACT “toxics rule” will remove more than 33 gigawatts (GW) of electricity generation—almost 10 percent of the electricity generated by coal plants—from production. Several other economic analyses project that EPA regulations could take an additional 75 GWs of coal generation offline, which would significantly raise electricity bills for American consumers and threaten reliability of the electricity grid.
These higher energy prices will also have rippling effects throughout the economy. As energy prices increase, the cost of making products rises. Higher operating costs for businesses will be reflected in higher prices for consumers. Because everything Americans use and produce requires energy, consumers will take hit after hit. As prices rise, consumer demand falls, and companies will shed employees, close entirely, or move to other countries where the cost of doing business is lower. This results in fewer opportunities for American workers, lower incomes, less economic growth, and higher unemployment.
This process is already in motion. Energy companies are announcing premature closures of coal plants and are retracting permit applications because of regulations. For instance, Ohio’s FirstEnergy Corporation announced that it will close six coal facilities because of the new environmental regulations. A Georgia utility recently retracted funding for a permit application, citing the EPA’s air quality rules.
The Environmental Protection Agency’s plethora of new regulations has been appropriately called a “regulatory train wreck.” They will adversely affect existing coal plants by requiring costly retrofits, in many cases causing shutdowns because installing scrubbers and other emission-reduction controls would be too costly. Although these regulations affect all large power plants and electric utilities, they hit coal plants the hardest. As a result, a considerable amount of electricity generation will be taken offline, significantly increasing electricity prices for American ratepayers and risking potential blackouts. Furthermore, some of the EPA’s newly proposed rules will make it prohibitively expensive to build new coal plants. Many of the new rules carry exorbitant costs, provide little to no benefit, or are based on weak scientific and empirical evidence.
Cross-State Air Pollution Rule (CSAPR). The Cross-State Air Pollution Rule targets pollution that crosses state boundaries, and it aims to reduce sulfur dioxide 73 percent below 2005 levels and nitrous oxide 54 percent below 2005 levels by 2014. CSAPR has separate compliance deadlines for 2012 and 2014 and has much more stringent reduction targets and a tighter time frame than the Clean Air Interstate Rule (CAIR), its predecessor rule. The CSAPR rule was finalized in July 2011 and was scheduled to go into effect in the beginning of 2012. However, the U.S. Court of Appeals in Washington stayed the rule, and CAIR remains in effect. If CSPAR takes effect, the rule would negatively impact 28 states, and the EPA is moving forward with the rule despite warnings from the utility industry that the deadlines to design, permit, and install emission-reduction controls are unreasonable. The North American Electric Reliability Corporation estimates this rule alone will compel companies to retire 3 GW to 7 GW of electricity generation and retrofit 28 to 576 plants. Texas has been the most vocal in opposing CSPAR. The state’s lignite coal industry, which directly supports 10,000–14,000 jobs and provides 11 percent of the state’s electricity, would vanish. Power companies have filed dozens of lawsuits challenging the rule and are warning that the rule, if implemented, will cause dramatic increases in electric costs and possibly lead to rolling blackouts. Even the Federal Energy Regulatory Commission (FERC) has warned that the CSAPR rule threatens grid reliability.
These costs come with little added environmental benefit. The EPA is ignoring the remarkable achievements in reducing nitrous oxide and sulfur dioxide emissions over the past four decades. These advances are largely the result of market-driven technologies, but existing regulations have contributed. Since 1970, coal power plants have reduced sulfur dioxide, nitrous oxide, and particulate matter (PM) emissions by 84 percent per kilowatt hour. However, the industry has reached a threshold where the additional emissions reductions are marginal and do not justify the costs. The EPA’s cost estimates are conservative, and its projected health benefits are wildly exaggerated. The EPA approximates annual compliance costs with CSPAR will be $7 billion annually and monetized health benefits will be from $111 billion to $294 billion annually.
Yet the benefits are not empirically substantiated. The EPA uses outrageous worst-case scenarios, ignores state and local emissions controls, uses outdated data, and models air quality problems using emissions data that contradict actual monitored readings. Kathleen Hartnett-White, senior fellow of the Texas Public Policy Foundation, writes that the downwind states the EPA is attempting to protect from particulate matter already meet the standard:
EPA stresses the environmental urgency of this rule intended to help the downwind states attain the federal standards for PM and ozone. Oddly, however, the downwind states targeted in the rule violated the 24-hour fine PM standard less than one-half percent of the time from 2007-2009. In fact, more than 80 percent of the downwind areas CSAPR targets as either currently or at risk of violating the federal standards for ozone or PM already attain the air quality standards in question. EPA, however, still finds risks and calculates the monetized health benefits at emission levels below the federal standards set to protect public health.
In other words, additional regulation is unnecessary because emissions are already at acceptable levels.
To make matters worse, the EPA will implement the rule through Federal Implementation Plans (FIPs) rather than the long-standing method of setting emission reduction standards and allowing states to effectively enforce the standards with State Implementation Plans (SIPs). If a state’s emissions causes another state to reach nonattainment, state regulators have the knowledge and flexibility to reduce emissions, but this change would usurp the state’s authority. The EPA’s new targets are unjustifiably onerous and unachievable to the point that many coal-fired plants have already announced layoffs, reduced operations, and permanent closures.
Mercury and Air Toxics Standards. In February 2012, the EPA finalized new mercury and air toxics standards that would force utilities to use maximum achievable control technology (MACT) standards to reduce mercury emissions and other hazardous air pollutants (HAPs). More commonly known as the Utility MACT regulation, the EPA began the process to regulate mercury emissions in 1998, but during its evaluation, it did not find demonstrable direct health benefits from regulating other HAPs. Nevertheless, the new EPA rule targets not only mercury but also arsenic, chromium, nickel, and acid gases. The EPA estimates this rule could cost more than $10 billion per year by 2015, but the Electric Reliability Coordinating Council estimates it could cost as much as $100 billion per year.
Utility MACT is another instance in which the environmental and health benefits do not justify the costs. The EPA claims this rule would produce $53 billion to $140 billion in annual benefits, but the mercury reductions would produce at most $6 million in benefits. The EPA exaggerates the environmental benefits by including estimated benefits from reducing particulates (co-benefits) already covered by existing regulations. Those co-benefits account for 99.996 percent of the agency’s estimated benefits. Even the $6 million benefit might be an exaggeration because the EPA ignores clinical studies that demonstrate the human body’s ability to protect itself against high levels of mercury.
Coal Combustion Residues (Coal Ash). The EPA is proposing the first-ever federal regulations on coal combustion residues that would classify the by-product as a hazardous material and impose costly and unnecessary requirements for managing and disposing of the residues. Coal combustion residues, also known as coal ash, are commonly recycled to make cement, drywall, asphalt, and bricks. They are processed to make plastics lighter and stronger and as filler in wood products. Coal ash was even used to make the concrete in the EPA’s headquarters building and the concrete platforms and structures of the subway system in Washington, D.C. Businesses reuse almost half the coal ash produced annually in electricity generation. Prior to the coal ash spill from the Tennessee Valley Authority’s Kingston Fossil Plant in December 2008, the EPA repeatedly concluded that coal ash does not exhibit any characteristics of hazardous wastes and should not be regulated as a hazardous waste under the Resource Conservation and Recovery Act (RCRA). In fact, the agency chose not to pursue hazardous waste regulations because this would adversely affect the reuse market, which conserves natural resources and reduces the amount of coal ash destined for disposal. However, the Kingston spill spurred the agency to reconsider that decision and initiating a federal rulemaking to regulate the disposal of coal ash from electric utilities.
On June 21, 2010, the EPA issued a proposed rule with two options for regulating the disposal of coal ash as either a hazardous or nonhazardous waste. While the Kingston spill demonstrated a need to better engineer and regulate the construction of impoundments, the incident does not justify regulating coal ash as a hazardous waste. In fact, despite the magnitude of the accident, the Tennessee Department of Health found no adverse health effects caused by the spill. Importantly, the National Rural Electric Cooperative Association warns that as much as 18 percent of the nation’s coal generation would be at risk of closure if EPA classifies coal ash as hazardous. Nearly every state, the Environmental Council of the States, the U.S. Conference of Mayors, and the Association of State and Territorial Solid Waste Management Officials oppose regulating coal ash as hazardous waste.
National Ambient Air Quality Standards (NAAQS). In June 2007, the EPA proposed a more stringent revision of NAAQS for ground-level ozone, the primary component of smog. At the time, the eight-hour ozone standard was 84 parts per billion (ppb), and the Bush-era rule lowered that to 75 ppb. The Obama Administration began to pursue a much more aggressive standard of 60 ppb, but understanding that the lower standard would destroy millions of jobs, President Obama recently asked EPA Administrator Lisa Jackson to withdraw the agency’s draft for more stringent NAAQS. Attaining the 60 ppb standard would have exceeded $1 trillion in costs between 2020 and 2030 and destroyed more than 7 million jobs by 2020. Although Jackson begrudgingly complied, the EPA is still moving to enforce the misguided 75 ppb rule that was adopted in 2008.
The 84 ppb ozone standard is already more stringent than it needs to be and provides more than enough protection for citizens’ health. The massive costs of tightening the standard have outweighed the negligible environmental benefits in the past, and enforcing the 75 ppb standard will yield diminishing marginal returns—possibly to the vanishing point. Even the EPA acknowledged that lowering the ozone standard to 70 ppb would lower asthma and respiratory diseases by only a few tenths of a percent. Enforcing a 75 ppb standard would have similar marginal benefits. Furthermore, the causality between more stringent ozone standards and better health effects is unclear. Laboratory studies on both humans and animals show that real-world ozone exposure is not deadly and that “college student volunteers who breathed controlled concentrations of ozone 50 percent greater than the current standard while vigorously exercising for six hours registered only small, short-term changes in lung function.” However, it is clear and well established that improved economic well-being means that people are healthier and live longer. A tighter ozone rule will slow economic growth and reduce economic well-being.
Cooling Water Intake Structures (CWIS). Many power plants, including coal plants, have cooling systems that use large volumes of water from streams, lakes, rivers, and oceans to condense the steam used to generate electricity. The water is ultimately returned to its original source. In April 2011, the EPA proposed a rule under Section 316(b) of the Clean Water Act that would require changes to cooling water intake structures to implement “best technology available” in order to minimize aquatic mortality, mostly of small fish, eggs, larvae, and plankton. Although it is encouraging that the EPA chose not to require costly closed-cycle technology at all facilities, the proposed rule imposes inflexible numeric requirements for impingement (where aquatic life is trapped against the cooling intake screen) or low-water intake velocity that is not available at all facilities. The proposed rule ignores site-specific requirements, alternative methods that power plants use to protect fish populations, and states’ capability of managing 316(b) requirements. The U.S. Supreme Court even recognized the EPA’s authority to grant power to the states to manage environmental and grid reliability concerns. Furthermore, the rule fails the cost–benefit analysis test. The EPA projects the rule will cost $384 million per year and produce annual benefits of $18 million. However, the Electric Power Research Institute projects compliance costs will actually reach $64 billion.
Greenhouse Gas Emissions. In April 2009, the EPA issued an endangerment finding that carbon dioxide and other greenhouse gases pose a serious threat to human health and public safety. Administrator Lisa Jackson recently announced that the EPA would proceed with twice-delayed regulations targeting power plants that emit carbon dioxide and other greenhouse gases. The proposed rule will prohibit new power plants from emitting more than 1,000 pounds of carbon dioxide per megawatt of electricity generated. Since natural gas power plants already meet that requirement, the rule targets new coal-fired plants. This is a rule with all costs and no benefits. The EPA classifies carbon dioxide (a colorless, odorless nontoxic gas) as a pollutant not because it directly affects human health, but because some believe it contributes to global warming, leading to rising sea levels, stressed water resources, increased size and quantity of wildfires, and other effects.
The EPA has long ignored the disagreement within the scientific community on classifying carbon dioxide as a pollutant and on the magnitude of anthropogenic (manmade) global warming. Yet even setting aside the scientific dissention on these two points, the EPA regulations will not reduce carbon dioxide enough to have any meaningful effect. Attempting to reduce carbon dioxide unilaterally will significantly change overall global emissions. China and India’s carbon dioxide emissions are rapidly increasing as their economies continue to expand, and they have no intention of slowing economic growth to curb emissions. Even if the EPA were to reduce U.S. carbon emissions 83 percent below 2005 levels by 2050, as mandated by cap-and-trade bills, the reduction would constitute a negligible portion of worldwide emissions and do nothing to impact global temperatures.
Beyond the EPA’s regulatory train wreck, a number of other problematic regulations are prematurely shuttering coal facilities and preventing the building of new plants and the expansion of existing ones. Chief among these is New Source Review (NSR), one of the 1977 Clean Air Act amendments. In areas that meet air quality standards, plants must follow Prevention of Significant Deterioration (PSD) rules to demonstrate that the construction and operation of new projects and major modifications will not increase emissions above a specified threshold. In areas that do not meet the NAAQS that NSR requires, new plants must install equipment to achieve the lowest achievable emission rate (LAER), buy emission offsets, and provide opportunity for public involvement.
There are several problems with NSR and PSD. What constitutes a significant modification is subjective under the rules. The amendment excludes routine maintenance, repair, and replacement, but what falls under the definition of significant modification remains murky, despite multiple administrative attempts to clarify the meaning.
Plant upgrades can improve efficiency and reduce operational costs, thereby lowering electricity costs, increasing reliability, and providing environmental benefits. Nevertheless, NSR requirements for upgrades discourage these activities. Increasing the efficiency of a plant will cause it to run longer and consequently cause the plant’s emissions to rise. NSR does not account for the emission reduction that would occur if a less efficient plant reduced its hours of operation to compensate for increases in operation of a more efficient plant.
The lack of clarification also forces companies into years of litigation over NSR violations. For instance, in 1999, the EPA filed a complaint against Cinergy Corporation, which was later bought by Duke Energy, claiming that modifications to two of the plants at the Gallagher Generating Station in New Albany, Indiana, violated the Nonattainment New Source Review and PSD provisions of the Clean Air Act. Duke maintained that the upgrades were part of the routine maintenance exclusion, but after 10 years of litigation, the company entered into a consent decree to retire two of the plants or convert them to natural gas and to spend $85 million on plant modifications and $6.25 million on environmental mitigation projects, and to pay a $1.75 million civil penalty. In total, power companies have entered into 17 consent decrees with the U.S. Justice Department.
NSR is a vaguely written rule that disincentivizes efficiency improvements. As Robert Peltier, editor in chief of POWER Magazine, writes, “A good analogy would be if you put a new carburetor on your 1957 Chevy you would then have to meet all the 2010 air quality standards. Often the cost of the upgrades cost more than the first cost of the plant.”
The attack on coal reaches well beyond power plant construction and operation. Although not a new problem, starting new coal mining operations or expanding existing operations has become increasingly difficult. Coal mining operations are subject to 10 federal environmental laws as well as state requirements and regulations. Furthermore, environmental regulations have been implemented in extreme, subjective, and contradictory ways that delay and restrict access to critical energy sources, preventing the creation of new jobs, destroying existing jobs, and providing little to no environmental benefit.
Clean Water Permits. Under Section 404 of the Clean Water Act, the Army Corps of Engineers administers permits for activities, including coal mining, that discharge dredge or fill material into U.S. waters and wetlands. The EPA also reviews, comments, and can veto the permit application. However, the EPA is abusing its ability to place holds on permit applications. The EPA held nearly 200 permit applications—many in the final stages of processing by the Army Corps—in a state of limbo and altered the permit requirements in violation of its authority under the Clean Water Act as determined by the courts. In an unprecedented move, in January 2011, the EPA revoked a water permit issued by the Army Corps of Engineers in 2007 for a West Virginia mine.
On October 6, 2011, the U.S. District Court for the District of Columbia struck down those EPA procedures stating that the “EPA has expanded its role in the issuance of Section 404 permits and has thus exceeded the statutory authority afforded to it by the Clean Water Act.” On March 23, 2012, the U.S. District Court for the District of Columbia rejected the EPA’s attempt to retroactively veto the dredge-and-fill permit, allowing the people of Mingo Logan Coal to go back to work: “This attempt to withdraw the specification of discharge sites after a permit has been issued is unprecedented in the history of the Clean Water Act.” The court went on to find that the EPA interpretation of the rule was “unreasonable.”
These were important victories in reining in the EPA. Regrettably, environmental groups are urging the EPA to appeal and are urging the EPA to continue to usurp the authority of the Army Corps of Engineers and states in issuing water quality permits, which creates uncertainty in the mining industry.
Stream Protection. The Surface Mining Control and Reclamation Act (SMCRA) of 1977 plays an important role in protecting the environment from coal mining and reclaiming abandoned mined lands. It creates regulatory certainty and for the most part allows states to tailor regulatory requirements to their regional and local needs. However, proposed federal rules would fundamentally change the federal–state relationship. This is exactly what is occurring with the revised Stream Buffer Zone Rule. For example, from 2003 to 2008, the Office of Surface Mining (OSM) worked with the EPA, the Army Corps of Engineers, and the Fish and Wildlife Service to develop a stream buffer rule to avoid mining activities near streams when possible and to use the best technology available to minimize sediments entering streams to protect fish, wildlife, and water quality. After two environmental impact statements and consideration of 43,000 public comments, the OSM published a final rule, which the Obama Administration attempted to summarily set aside without the required rulemaking procedure. The court ruled that the Administration’s action violated the Administrative Procedure Act and that the OSM must either implement the rule as written or begin a new rulemaking process. The OSM chose to begin writing a new rule, which could significantly reduce coal mining in Appalachia, the Illinois Basin, the Gulf Region, and Alaska. According to the OSM’s own projections, the proposed rule could eliminate 10,749 jobs in Appalachia.
The new rule would impose additional permitting and reporting requirements and restrict various mining activities. The rewritten rule also has several serious problems. It only vaguely defines permit requirements, monitoring, and stream classifications, which it applies to both surface and underground mining. It removes flexibility in how companies reclaim mine sites, for instance by requiring reforestation even though wildlife organizations are working with the coal industry to provide grassland habitats for a wide range of species. Furthermore, it ignores regional differences and the efficient state regulatory work that manages those differences. State and local agencies’ specific knowledge often enables them to tailor regulations to promote economic activity while protecting the habitat and environment. In September 2011, John Corra, director of the Wyoming Department of Environmental Quality, testified before the House Energy and Mineral Resources Subcommittee that his state has the necessary regulations in place for stream protection and reclamation. Thomas Clarke, director of the West Virginia Division of Mining and Reclamation in the West Virginia Department of Environmental Protection, echoed this sentiment:
The current OSM rulemaking will diminish the regulatory flexibility that states have in favor of national solutions dictated from Washington. West Virginia has been successful in addressing new issues as they arise, within SMCRA’s regulatory framework.
Worker Health and Safety. Mine worker safety is critically important. U.S. mining is constantly improving mining safety and has implemented CORESafety, a new safety and health management system that commits the industry to eliminating fatalities and reducing the mining injury rate by 50 percent within five years. However, the Mine Safety and Health Administration is imposing unneeded rules that are being implemented in unworkable time frames or removing responsibility from the miner.
Proximity Detection Systems. In 2011, the MSHA proposed a new rule for proximity detection systems for continuous miners (a large electric-powered machine that cuts the coal from a seam) to prevent miners from being run over, pinned, or crushed by the machinery. While the industry broadly supports the use of proximity detection technology, they warned the MSHA that the proposed implementation time line could jeopardize the device’s efficacy. Implementation must be carried out within 18 months of the rule’s publication, but Ernal Shaw, Safety Manager at Bowie Resources LLC, said that the time frame is literally impossible and that implementing the rule would take at least 24 months. In comments submitted to MSHA, Alpha Natural Resources Vice President of Safety John Gallick emphasized the importance of red zone training and deeper and longer cuts to the mine to minimize injuries and fatalities.
Examinations of Work Areas in Underground Coal Mines. This rule would change the duties of the mine examiner, a person hired by the mining company to identify hazardous conditions, by requiring examiners to identify health or safety standards violations. On the surface, this sounds beneficial, but examiners do not receive the same training as inspectors, and the standard violations inspectors cite are much more particular than what an examiner should check. Changing the role of the mine examiner has the unintended consequence of detracting from the examiner’s core function of recognizing and preventing hazardous conditions. The MSHA recognized this in 1996 when it proposed a similar rule, noting, “Most hazards are violations of mandatory standards. Requiring the examiner to look for all violations regardless of whether they involve a distinct hazard could distract the examiner from the more important aspects of the examination.” The MSHA recently released the rule, but the agency should reconsider it and once again recognize that states have taken the lead on this issue and have different certification programs for examiners.
Lowering Miners’ Exposure to Respirable Coal Mine Dust. Another MSHA overreach is the proposed rule to reduce exposure to coal mine dust. Implementation of coal mine dust regulations to prevent pneumoconiosis (black lung) began in 1970 by setting a standard of 3.0 milligrams per cubic meter. The MSHA lowered the standard to 2.0 milligrams per cubic meter in 1973 and is now proposing to lower the standard to 1.0, claiming that cases of black lung are on the rise. The proposed rule also requires the use of the continuous personal dust monitor and relies on those devices to send data on dust exposure to MSHA. Yet contrary to the statutory requirement, MSHA does not use the best available science to justify the lower coal dust standard. A May 2011 study in Occupational and Environmental Medicine studied regional differences in increases in coal worker pneumoconiosis, the relationship to coal dust, and federal regulations implemented by MSHA. The study concluded that increases in pneumoconiosis were not explained by dust exposure, but likely by mine size and low-seam mining (coal mines with a seam of 1.2 meters or less). It emphasized the need for more study to identify the contributing factors to pneumoconiosis. Furthermore, continuous personal dust monitors can reliably measure relative differences in dust exposure, but should not be used to determine numeric compliance with any federal regulation.
Patterns of Violations. The MSHA issues patterns of violation (POV) for mines that have persistent health and safety violations, and such an issuance shuts down the entire mine or part of the mine. MSHA’s proposed rule for POV takes a guilty-until-proven-innocent approach by basing the decision on violations issued. The proposed rule also removes the provision in which MSHA warns a mining operation before issuing a POV and does not provide a way for operators to avoid a POV issuance. The MSHA’s main reason for the rule is to remove the backlog of contested violations before the Federal Mine Safety and Health Review Commission. Much of the backlog is the result of MSHA issuing more violations. MSHA reduced 20 percent of the significant and substantial violations issued in 2009 and 2010 to nonsignificant and substantial as a result of the litigation process. MSHA has also had difficulty in accurately evaluating a mine’s inspection theory. Given that the MSHA has not outlined how many violations it will take to issue a POV, these margins of error would prove to be unnecessarily costly. Because of the ambiguity and lack of due process, the MSHA should rescind this rule.
What Congress Should Do
Congress should change the regulatory landscape for coal mining with several principles in mind. Some regulations are simply unneeded, and Congress should prohibit the EPA from implementing such regulations. Other regulations have reached a point of diminishing returns at which further tightening will impose exceedingly high costs on American energy consumers for unnoticeable environmental benefits that are often estimated based on unsound science. State regulators have the incentive to balance economic and environmental well-being and can use local knowledge to manage the interests of all affected parties. Congress and the Administration should:
The U.S. should not mine coal or build coal power plants just for the sake of using coal. If other sources of energy are more affordable and more efficient, the market will move to different power sources. For decades, coal has literally been the rock that has powered America with cheap, reliable energy. Yet the federal government is using every possible avenue to reduce coal’s role in American energy production by creating an environment in which coal production’s decline is inevitable. Congress should reform federal policies and regulations to enable the market—not federal politicians and bureaucrats—to determine the role of coal in U.S. electricity generation.

NASA’s claim that Greenland is experiencing “unprecedented”
melting is nothing but a bunch of hot air, according to scientists who say the
country's ice sheets melt with some regularity.
A heat dome over the icy country melted a whopping 97 percent of Greenland’s ice sheet in mid-July, NASA said, calling it yet more evidence of the effect man is having on the planet.
But the unusual-seeming event had nothing to do with hot air, according to glaciologists. It was actually to be expected.
"Ice cores from Summit station [Greenland’s coldest and highest] show that melting events of this type occur about once every 150 years on average. With the last one happening in 1889, this event is right on time," said Lora Koenig, a Goddard glaciologist and a member of the research team analyzing the satellite data.
But rather than a regular 150-year planetary cycle, the new NASA report calls the melt “unprecedented,” the result of a recent strong ridge of warm air, or a heat dome, over Greenland -- one of a series that has dominated Greenland's weather since the end of May.

"Each successive ridge has been stronger than the previous one," said Thomas Mote, a climatologist at the University of Georgia. This latest heat dome started to move over Greenland on July 8, and then parked itself over the ice sheet about three days later. By July 16, it had begun to dissipate, along with the ice, NASA said.
Climate skeptics said the NASA report itself was the only “unprecedented” item.
“NASA should start distributing dictionaries to the authors of its press releases,” joked Patrick J. Michaels, a climatologist and the author of the World Climate Report blog.
“It’s somewhat like the rush to blame severe weather and drought on global warming,” Anthony Watts, a noted climate skeptic and the author of the Watts Up With That blog, told FoxNews.com. “Yet when you look into the past, you find precedence for what is being described today as unprecedented.”
It's the latest hot water for the National Aeronautics and Space Administration, which critics say has shifted focus and priorities from space and aeronautics to the earth we live on -- and the planet's changing climate.
NASA chief cryospheric scientist H. Jay Zwally told FoxNews.com that the melting has been increasing as the temperatures in Greenland have been increasing.
“Climate in the Arctic has been warming about three to four times more than the global average, and Greenland surface temperatures (observed by satellite and surface instruments) have been increasing about 2 degrees Celsius per decade during about the last 20 years,” he said.
Zwally would be in a position to know: He was lead scientist for the ICESat project, which ran from 2003 to 2010, and used satellites to measure Antarctic and Greenland ice sheets.
“This is the most extensive area of surface melting during last 40 years of satellite observations,” he said.
It may be in line with the 150-year cycles of melting, however. Mary Albert, executive director of the NSF Ice Core Drilling office, and Kaitlin Keegan, an engineering PhD student and a fellow in Dartmouth’s polar environmental change program, are working on a paper on the Greenland ice sheet melt, a school spokeswoman told FoxNews.com.
Neither was available to describe the exact findings, but in a blog posting detailing her work, Keegan noted that several cores dating back millennia have also reflected the 150-year cycle.
“In Greenland there have been many deep ice-core drilling projects which drilled ice to the bedrock,” she wrote. “In the past 10,000 years (the Holocene), there is on average a melt layer every 150 years.”
NASA ice scientist Tom Wagner told the Associated Press researchers don't know precisely how much of Greenland's ice had melted in this latest event, but it seems to be freezing again.
“The belief that almost any aberration in weather and climate today can be attributed to global warming is pure folly,” Watts told FoxNews.com.

With global temperatures flat-lining for 15 years, climate alarmist arguments are looking far more fragile than the earth’s (actually robust) eco-system. Of late, climate activists of all ideological shades have thus attempted to posit a “third way” between the “extremes” of interminable left-right, alarmist-sceptic arguments.
Thus the new climate mantra is for a global carbon tax. It is, so we are told, is the best way to “incentivize” people to act on the “problem” and provide a “solution”. Step forward Tim Worstall of the UK’s Adam Smith Institute (ASI) and his “third way” contentions.
Now, I like Tim Worstall (TW). Tim is a senior fellow at the excellent UK ASI free market think-tank. Generally speaking, Tim contributes a great deal of worthy economic analysis on public policy issues. But in his belief that “climate change is a problem and yes, we have to do something about it” TW has, quite simply, ‘lost it’.
Let’s be clear, TW is not, as he pithily puts it, a “tits up for humanity” doomsayer. Fine anti-alarmist publications such as The Register are happy to run his articles such as “Global warming is GOOD for the environment”. But even there the alarm bells begin to sound. In it TW hopes that the upcoming fifth IPCC report “will report honestly and openly” so that we can assess whether it’s worth “ditching industrial civilisation” or not. So whether the industrial revolution was a massive mistake, for TW, rests entirely on the integrity of a highly politicized body which has already proved to be involved in massive scientific and data tampering (the hockey stick fiasco, Climategate, to name but two).
Clearly TW has bought into the notion that man is able to ‘manipulate’ the climate both for ill and for good, the Warmist argument of Greenpeace and co. TW’s case is, therefore, that we need to act on climate change. To that end he purports to show that Britain already provides the blueprint for action having already imposed a raft of green taxes that amounts to carbon tax.
To make headway, Worstall first insists we must: “Put the [James] Delingpoles over here, the vileness that are Greenpeace, FoE and the rest of the forward-to-the-Middle-Ages crowd over there”. In other words, ditch what he perceives as ‘extreme’ positions. Unfortunately Worstall’s conveniently circumvents any need for empiricists actually to prove the scientific case against CO2 which they have still to do, bizarrely citing scientific “uncertainty” as grounds for acting. In a recent Forbes column TW thus agrees with the case made in a NY Times op-ed calling for the substitution of a carbon tax directly on emissions rather than green taxes on “good things” like consumer items. According to Worstall, “a carbon tax brings us the right amount of climate change” by pitching it at “whatever the ‘social cost’ of carbon is.” The goal: “to change people’s incentives and then see how they solve the problem.”
Worstall explains how, if we convert all the methane and associated gases into CO2 equivalents and add this to CO2 creating CO2-e, the effect would be to “a 0.7 degree rise in average temperature”. This “straight physics” he maintains is demonstrated “in all the IPCC reports”. But that is “not the end of the story”. For TW the key to action is “the feedbacks”, that is “processes started by that 0.7 degree warning”, which are then able to “amplify…the initial direct impact of CO2”. He admits that we don’t know whether these “feedbacks” are actually “positive or negative”. Indeed, “we don’t know where they will lead”.
So for clarity, let’s sum up. Even though a 0.7 degree warming would have all sorts of vegetation growing benefits, it isn’t actually happening, but, theoretically, it could. That in itself is not necessarily a problem but the possible “feedbacks” might be, even though we have no idea whether those “feedbacks” would be “positive or negative”. Equally, “The cumulative effect of all of these feedbacks is something we simply don’t know”. Is it me? Or, as a call to action, is it so shot through with wildly uncertain caveats that it is not worth getting out of bed for? TW ploughs on concerning how the UN IPCC—a political organisation already furiously back-peddling on previous alarmist claims—believes a global temperature rise could be “in the 2 to 4.5 degree range”. Again bemusingly, Worstall insists, “It is this ‘we don’t know’ that leads to needing to do something. Economists call this uncertainty, and the correct and reasonable reaction to uncertainty is insurance”. Bottom line: “The science tells us there is uncertainty; uncertainty is an economic problem to be solved through economic methods”. Strange, but I have always thought “uncertainty” called for caution before taking action—and that insurance policies are normally taken out in the face of proven threats. No matter, as Worstall’s ‘third way’ is merely the Warmists ‘precautionary principle’ dressed up as an ‘economic solution’; the same kind of ‘solution’ posited by the green lobbies for years.
The spurious nature of Worstall’s argument gets worse-still (pun intended). TW rightly identifies that we Brits are already paying the equivalent of a carbon tax via a raft of green taxes, which include levies on fuel, air travel, electricity bills, to be but a small number. He points out that while UK emissions stand at around the 500-million-ton mark Brits currently pay around $80 per tonne, a figure that could be a starting point for a new carbon tax. Unfortunately, TW omits to also point out that Britain’s extensive green tax regime is an abject failure. It has actually had zero impact on Britain’s carbon footprint which, during the tenure of green taxes, actually saw emissions increase by 20 percent. What it is has achieved is provide an unprecedented windfall for government coffers, some of which has subsidized Britain’s frivolous and costly renewable energy projects. In addition to making Britain’s domestic electricity bills
are now among the highest in Europe, badly skewing—something that should rankle with TW’s ASI think-tank associates—free market power costs.
Equally, as a recent US report Dissecting the Carbon Tax points out, globally speaking: “There would be virtually no environmental benefits to unilateral greenhouse gas emission reductions by developed countries ... while developing countries are pouring out virtually every kind of pollutant with joyous abandon.” But if economics really is TW’s higher concern, he perhaps ought to read the recently published from the European Institute for Climate and Energy. In it EU Parliamentarian Herbet Reul states that computer models predict Germany’s green isolationist energy policy could cost a mammoth ‚Ç¨2 trillion+ to achieve a mere 0.0003oC impact on temperature. And even then, of course, any impact would be “uncertain”—that word again. With Berlin’s anti-carbon-renewable subsidy regime having helped 15 percent of Germans into fuel poverty, with households facing a further rise of ‚Ç¨175 billion in fuel costs and Germany’s power grid teetering on collapse, it is no wonder German politicians fear a voter backlash. UK politicians too are aware of the ‘political risk’ inherent in pushing anti-carbon measures. Precisely why some scientists now suggest ‘suspending democracy’ altogether—ah yes, tyranny—as the only realistic way of imposing a global carbon tax without governments being voted out of office.
Britain (and Germany’s) anti-carbon war has actually succeeded only in hiking taxes, providing a windfall for government, driving up energy costs, hobbling industry competitiveness, costing jobs and dumping half a million people into fuel poverty while having precisely zero impact on carbon emissions. Tim Worstall’s ‘solution’ proposes the assimilation of the pestilence of (failed and financially sapping) green taxes into a socially ubiquitous carbon ‘poll’ tax toward, as even Worstall admits, is an entirely “uncertain” end of ‘man-made’ climate manipulation.
Or put more succinctly: translate the unworkable into the unacceptable to achieve the delusional.

House Republicans are focused on job creation this week through two primary avenues.
Later this week, the GOP will look to roll back what it sees as far too much bureaucratic red tape that stifles businesses and hiring. But first, the House will take up energy legislation – a bill to roll back Obama administration restrictions on exploration and greatly expand the coastal waters available for energy exploration.
Texas Rep. Francisco “Quico” Canseco said ending America’s huge dependence upon foreign energy should be a major goal, and it will easily create tens of thousands of jobs in the process. Canseco said President Obama’s claim of greatly expanding exploration is stunningly deceptive, and he explains the big difference between the administration approving drilling permits and drilling leases.
Canseco details how the House bill will expedite the process for companies wishing to explore for energy. He also responds to criticisms that the bill does nothing to advocate renewable energies and explains how embracing the House Republicans’ agenda could lead to a considerable drop in gas prices before long.

President Obama rubbed elbows Monday night with two men at the center of the Solyndra loan scandal at an exclusive fundraiser in California.
Steve Westly, a financier whose money-raising prowess helped to snag him a post on the administration’s energy advisory board, and Matt Rogers, a former Energy Department senior adviser who helped to approve the Solyndra loan, were spotted by reporters at the $35,800-per-person fundraiser for the president’s re-election campaign.
Mr. Westly sent warnings to the president not to attend an event at Solyndra's headquarters in the Bay area because of shaky finances at the solar energy company, which had received a fast-tracked $535 million federal loan guarantee in 2010 as part of the administration’s economic stimulus program. Mr. Rogers was partly responsible for overseeing stimulus awards at the Energy Department.
They were among about 60 wealthy donors who attended the fundraiser at the swanky home of progressive activist Quinn Delaney and real estate developer Wayne Jordan, a big Obama bundler, in Piedmont, Calif., near Oakland.
Reporters traveling with the president saw Mr. Westly juggling lemons, entertaining kids at the party. He was seated later at one of the tables farthest from the president as he spoke.
Mr. Obama stayed away from any discussion of alternative energy at the fundraiser, except to say that his re-election would ensure that the government promotes “smart regulations … that are going to deal with issues like climate change.”
Republicans, including presidential candidate Mitt Romney, have attacked the administration’s support of the Solyndra loan and other stimulus programs as examples of Mr. Obama’s “crony capitalism.” The solar-energy start-up firm later went bankrupt.
“The Obama Administration betrayed American taxpayers when it dumped hundreds of millions of public dollars into Solyndra while ignoring clear warnings about the company’s dire financial situation,” Romney campaign spokesman Ryan Williams said in a statement.
“President Obama’s first term worked out well for his donors who got special access and taxpayer money for their failed ventures. It hasn’t worked as well for the 23 million Americans struggling for work in the worst economic recovery our country has ever had.”
On Monday, the White House said it would veto a House bill that would require a significant expansion of offshore oil and gas leasing. The administration said the legislation “would undermine the targeted, science-based and regionally-tailored offshore development strategy that the American people and the States have helped develop over the last three years.”
Romney campaign spokeswoman Andrea Saul said the veto threat was more evidence of the president’s misguided energy policies.
“As energy prices have risen and our economy continues to struggle, President Obama insists on hindering efforts to expand domestic production and create American jobs,” she said. “His self-described ‘hodgepodge’ energy policy has been an abject failure. Whether blocking job-creating initiatives like the Keystone pipeline or wasting taxpayer money on boondoggles like Solyndra, President Obama doesn’t have a clue when it comes to America’s energy future.”
While NASA climate alarmist James Hansen insists record summer heat and drought are caused by man-made global warming, leaked internal emails from just three summers ago reveal that he and his colleagues expressed alarm that the planet was inexplicably cooling.
Hansen, often called the “godfather of global warming,” asserted earlier this month that blistering heat across the United States is so rare that it can’t be anything but the man-made global warming he has been warning about for decades.
“This is not some scientific theory,” he told the Associated Press. “We are now experiencing scientific fact.”
But in 2009, as the thermometer hit record lows in America, he and other climate scientists panicked in a flurry of emails: “Skeptics will be all over us – the world is really cooling, the models are no good.”
They lamented that Mother Nature was not cooperating with their predictions that global temperatures would smash heat records last decade. They blamed their miscalculation on sulfate emission trajectories and revised their forecast to show a cooling trend lasting until 2020.
Then, they predicted, global warming would return with a vengeance.
In an Oct. 12, 2009, email to Hansen of the NASA Goddard Institute for Space Studies in New York, fellow warming alarmist Kevin Trenberth of the National Center for Atmospheric Research in Boulder, Colo., asked, “Where the heck is global warming?”
“We have been asking that here in Boulder where we have broken records the past two days for the coldest days on record,” he added. “The Rockies baseball playoff game was canceled on saturday[sic] and then played last night in below freezing weather.”
Then Trenberth dropped a bombshell: “The fact is that we can’t account for the lack of warming at the moment, and it is a travesty that we can’t.”
He ended by admitting the global warming “data are surely wrong.”
“Our observing system is inadequate,” he wrote.
The leaked emails were obtained from the computer server at the Climate Research Unit at the University of East Anglia in Britain. Some of the scientists there were copied in the emails between Trenberth and Hansen.
Critics say the hacked messages show that climatologists in the U.S. and U.K. have engaged in a conspiracy to manufacture a case that global warming is occurring due to auto and factory and other emissions related to human activities.
Critics say Hansen, who has called for a worldwide tax on carbon emissions and advocated a ban on the construction of coal-fired power plants, is an activist with a political agenda.
Ignoring the record-breaking 2009 cooling period, Hansen recently argued that the evidence for human-made global warming is “overwhelming.”
“We can say with high confidence that such extreme anomalies would not have occurred in the absence of global warming,” he said.
Left unexplained, however, is the 2009 cooling anomaly.
Trenberth, for his part, later explained that while most of the planet experienced record cooling that year, “there were exceptional conditions in Southern Australia,” where temperatures rose.
He now says the record heat wave is proof of “global warming from the human influences on climate.”
“This is a view of the future,” Trenberth warned last month in a PBS interview. “So watch out.”
His analysis, however, ignores cool spots such as the Pacific Northwest, where Washington and Alaska have experienced the coldest spring and summer on record.

Taxpayers lost $20 to $23 billion in the auto bailout. The Obama Administration redistributed $26.5 more to the union than UAW would have received legally in the bankruptcy proceedings had the rule of law and contract been followed. “Thus the entire loss to the taxpayers from the auto bailout comes from the funds diverted to the UAW.” (Amy Payne, Heritage Foundation, June 13, 2012)
Mismanagement and high union labor costs, $70.51per hour in wages and benefits for GM and $75.86 per hour for Chrysler, contributed heavily to the bankruptcies that necessitated the bailout in the first place.
Secured creditors and investors should have had prior claim, in accordance with the law. Unsecured creditors should have received proportional payouts from the bankruptcy. A special trust fund protected UAW, while other creditors received fractions of what they were owed. UAW received billions and partial ownership, and Fiat, a foreign corporation, received part-ownership of Chrysler. UAW workers continued to receive huge compensations when compared to the much lower compensation of $47 per hour for Nissan and Toyota workers. Stephen Rattner, President Obama’s car czar said, “We should have asked UAW to do a bit more. We did not ask any UAW member to take a cut in their pay.”
According to Amy Payne, the auto bailout was not a bailout of GM and Chrysler but a bailout of the auto union by American taxpayers who make on the average $30 per hour in wages and benefits. (Auto Bailout Was Really Just a UAW Bailout, Heritage Foundation, June 13, 2012)
The issue is more complex. GM did not just become Government Motors, it became China Motors. After $80 billion of taxpayers’ dollars “saved” GM and Chrysler, GM opened a plant in Wuling, China. Research and development for car design was moved to China. Dan Akerson, CEO of GM said in Shanghai, China, in February 2011:
“Seven out of ten automobiles were made outside of the United States. We have 11 joint ventures in China with SAIC and FAW. We operate 11 assembly plants in China, four power train plants in eight cities across the country. We have more than 2,700 dealerships and sales outlets nationwide. I wonder how millions of unemployed Americans feel about their bailout money that is now invested in China with SAIC, the Shanghai Automotive Industry Corporation which is run by the communist government of China who owns and controls most of the manufacturing and with the FAW, another Chinese government owned manufacturer. If Americans truly own GM, should the cars, jobs, and investments not be made in the United States? Why build China from the ground up while our American economy and infrastructure crumbles and turns to “has been” and dust?
Cadillac, a division of GM, sponsored “Birth of a Party,” a propaganda film about the Chinese Communist Party. Chinese leaders love to drive Cadillacs, the ultimate status symbol car. The banner advertising the movie had the hammer and sickle next to the famous Cadillac logo.
There is no democracy or free trade in China. The Chinese have demanded American technology with every deal signed since 1990, in exchange for promises of big profits from China’s 1.3 billion people. According to the U.S. Chamber of Commerce, GM’s one billion dollar bid from China was won in exchange for “GM’s willingness to transfer a good deal of state-of-the-art technology.” (Vince Wade)
State-owned corporations of the communist government of China are buying key segments of the U.S economy as well, energy resources, and key industrial plants. The Wall Street Journal reported the purchase of Nexteer Automotive of Saginaw, Michigan, the largest employer in the area, by Pacific Century Motors and an industrial authority for the city of Beijing. Ownership was transferred six months later to AVIC, the Aviation Industry Corporation of China. (Vince Wade)
We now have 257 Chinese Free Trade Zones, presumably to produce goods that will be sold in the U.S. Do we not have enough unemployed Americans and newly-minted college graduates without job prospects who could produce goods and services here in the U.S.? Do we need to insource jobs to imported Chinese workers into the Free Trade Zones, and outsource every manufacturing job and many service industries to China and India?
President Obama’s $3 billion centralized “cash for clunkers” program artificially and temporarily stimulated new car sales while destroying 690,000 good used cars that could have been sold on used car lots to people who were not willing, or able to buy a new car.
To make matters worse, the Obama Administration is planning to increase the new car mileage standards from 35.5 miles per gallon to 54.5 miles per gallon which will cause further pain for Americans. According to the National Highway Traffic Safety Administration (NHTSA) the new mileage requirement will add $3,000 to $4,800 to the average price of new vehicles until 2025. The National Auto Dealers Association (NADA) said that 6-11 million low-income drivers will not be able to afford new cars through 2025. Because of the new “corporate average fleet economy” (CAFÉ) standards, cars will have to be made smaller, less safe, resulting in more potential fatalities with each crash. The Smart Car may be smart in theory.
The idea behind the new standards was driven by the “green” environmentalist agenda who proposed to eliminate the use of fossil fuels and replace them with renewables because fossil fuel burning destroys the planet, and we are running out of oil and gas reserves. That is of course, not the case, the Obama Administration tried to purposefully increase our dependence on foreign oil by imposing moratoriums on drilling in the gulf, refusing the approval of the Keystone XL pipeline, and denying permits for the exploration of domestic shale oil on federal lands. Furthermore, he promised to bankrupt the coal industry and make electricity prices skyrocket.
The President is right that GM is number one again – in China. Nationalizing the auto industry was not necessary. Extending the same business model to all American industries is not a good idea in capitalism, it WILL “drive jobs away, taking root in China” and elsewhere.

In the midst of one of
the most severe droughts
 on record, Washington’s ethanol mandate is making the corn
shortage even worse. Markets have responded quickly and flexibly to the drought
where they can, but some corn buyers are sidelined by the rigid government
Corn prices are skyrocketing , and livestock farmers are suffering from the high price of corn-based feed. Nonetheless, the government mandates that 13.2 billion  gallons of corn ethanol must be produced in 2012. The mandate has not been changed at all in response to changing real-world conditions, despite repeated pleas from American beef and pork farmers.
Under a free market system, the pain of the drought would be spread around—corn growers, livestock farmers, fuel producers would earn a little less than usual, and the consumers of corn, meat, and gasoline would pay a little more. A free market allows participants to change the quantities they supply or demand in response to price fluctuations.
A government mandate, by contrast, fixes quantities and forces prices to rise rapidly when nature reduces the supply. In this case, livestock farmers and corn consumers—including the poor in America and abroad—bear the brunt of the inflexible ethanol mandate. Even in a good year, the ethanol mandate makes food more expensive  for American consumers. The Heritage Foundation’s Nick Loris has written further  on the damage done by government mandates and subsidies in the corn ethanol industry.
No government policy can restore the corn lost to the 2012 drought, but a compassionate government would permanently repeal the ethanol mandate and allow Americans to meet one another’s needs at mutually agreed prices in a free and flexible marketplace.

Does July heat record show rise in global temp?

The federal government says July was the hottest month on record for the continental U.S., but one prominent climate-change skeptic says people should not jump to any conclusions about this being signs of global warming.
According to the National Oceanic and Atmospheric
Administration, the average temperature last month was 77.6 degrees. That
breaks the previous record from July 1936 by 0.2 degrees. Meanwhile, July was
also 3.3 degrees warmer than the 20th century average for July.
Even so, Marc Morano of Climate Depot sees all of this as nothing more than a political claim by the government and NOAA.
"What I mean by that is this is all designed hype," he says. "They make the scientists available, all to come out and hype this -- that this is unprecedented heat, and they're trying to draw conclusions. People like Michael Mann are quoted in these articles, saying this could only happen with man-made global warming. The Continental U.S. is only 1.6 percent of the surface of the Earth, and they're drawing conclusions now about the whole globe."
Morano points out that global temperatures are currently below the 15-year average, according to satellite data in July, the same month in which climate alarmists are claiming as evidence of global warming. Meanwhile, snow fell in Johannesburg, South Africa this week for the first time since 2007, part of what The Associated Press describes as "an extreme cold snap now biting into a nation still in its winter months." In Pretoria, South Africa's administrative capital, flurries were spotted for the first time since 1968.
"Why aren't we looking at that as a consequence of global cooling?" he asks. "This is pure politics at play, and when you look at the claim of July being the hottest, if you look at the actual thermometers that have been around since the 1930s at least and compare them to today, the 1930s -- in particular, 1936 -- wins hands down."

Unemployment is at 8.3
percent. The economy is sputtering at 1.5 percent growth. Food prices are
rising due to drought conditions across the country. And gas prices are up
again, pinching Americans’ summer budgets. It is past time for the President
and Congress to pursue smart policies that would put us on a path to relief.
According to AAA’s Fuel Gauge Report , the current national average for regular is $3.66 per gallon. That’s up 28 cents per gallon from a month ago, and July had its biggest price jump since AAA started tracking prices in 2000.
There are many factors affecting prices that we cannot control—worldwide tensions, especially in the Middle East, can drive up oil prices. Global demand, especially from China and India’s rapidly growing economies, continues upward.
But after three years of adding regulatory hurdles and blocking exploratory access and development, President Obama’s policies are helping keep prices higher than necessary.
If the President truly wanted to lower gas prices, he would work to increase supply. But when given the opportunity, he has done the opposite. He turned down the Keystone XL pipeline, which would bring up to 830,000 barrels of oil per day from Canada. His Administration has made it even harder for companies to explore and extract domestic energy resources by canceling, delaying, or withdrawing a number of lease sales for exploration and development. Meanwhile, huge swaths of federal lands have been put off limits for energy exploration.
Domestic refinery outages have had a recent impact on gas prices. Two of the factors holding back domestic energy production are regulatory red tape and litigation—and these, we can do something about. As Heritage’s Nicolas Loris notes :
delay new energy projects by filing endless administrative appeals and
lawsuits. Creating a manageable time frame for permitting and for groups or
individuals to contest energy plans would keep potentially cost-effective
ventures from being tied up for years in litigation while allowing the public
and interested parties to voice opposition or support for these projects.

still. Congress could alleviate the energy crunch in 10 different ways
 by taking action on things we can control, like restrictions on oil shale development and
One of the most common objections is that increasing domestic oil production takes too long and would not impact the market for at least a decade. The longer people make this argument, however, the longer it will take. The sooner we make investments in domestic energy, the sooner those benefits will be realized. And with some serious reforms, some of this oil can reach the market in much less than a decade.
Gas prices aren’t under the control of any one President. But Americans shouldn’t settle for policies that restrict oil exploration, refining, and production and artificially drive prices higher.
