The

Professor of Practice for Geospatial Intelligence with Penn State’s College of Earth and Mineral Sciences (EMS) Dutton e-education Institute. The faculty in-charge of the Penn State's Postbaccalaureate Certificate Program in Geospatial Intelligence. In the past has taught database management systems, spatial analysis, Geographic Information System (GIS), and GIS design for Penn State's Department Geography as part of the Professional Master of GIS program, the School of Information Sciences and Technology, and the World Campus at the Pennsylvania State University. Serves the Pennsylvania House of Representative as a Faculty Associate of the Legislative Office for Reseach Liaison. Major activities include(d):

Conceiving, making operational, and managing the Pennsylvania Spatial Data Access (PASDA) Clearinghouse. This multi-year, million dollar effort currently functions as Pennsylvania's node on the National Spatial Data Infrastructure.
- Developing and teaching numerous web-based educational programs.
- Served as the Penn State's Geographic Information Sciences Coordinator.
- Working with numerous state agencies and the National Guard on GIS-related issues.
- Serving as a consultant on military operations on urban terrain to the Defense Intelligence Agency. Holds a current DoD security clearance.
- Serving on numerous state and regional GIS planning committees and councils.
- Advising committees of the state legislature concerning the use of GIs
- Organizing numerous conferences concerning topics of spatial systems development and usage.
- Serving as the host point of contact for a NASA-sponsored Digital Earth activities.
- Founding member of both the Pennsylvania Geospatial Information Council (PAGIC) and the Pennsylvania Mapping and Geographic Information Consortium (PaMAGIC).
- Chairperson of the Pennsylvania GIS Conference Committee and WebGIS/GeoWireless 2001 conference committees.
- Serving as a consultant to Lockheed Martin Corporation and TRW concerning GIs related aspects of the Pennsylvania State Police Incident Information Management System project.

Served in a variety of Infantry and US Army Corps of Engineer assignments in the United States and Europe. Assistant and Associate Professor in the Department of Geography and Computer Science and later in the Department of Geography and Environmental Engineering at the United States Military Academy. Major activities included:

Defining requirements, directing software development, and conducting introductory training for the first GIS delivered to field elements of the US Army.

Planning and supervising staff activities of a 600-person organization delivering geographic services over a 20,000 square mile area to 200,000 individuals.
- Managing map inventories for the US Army Europe valued at over $100 million.
- Implementing a map inventory reduction program resulting in a $10 million saving.
- Planning and executing joint mapping projects with British, Dutch, German, Belgium, and French forces. ·
- Chairing a task group of representatives from Britain, France, Belgium, US, Germany, and Netherlands developing requirements for common automated terrain information systems. ·
- Serving as the Army Corps of Engineer representative to the US State Department responsible for planning civic action projects in Africa.
- Commanded infantry units in Europe and the United States.
- Serving as a personal aide to a high ranking official in politically sensitive Berlin during the height of the Cold War.
