The continued supply of forest products from private land in Pennsylvania depends on the maintenance and management of the resource, and the willingness of landowners to sell the timber on their land. As an annual cost of forest management, property taxes influence forest profitability and private landowner management and ownership decisions.

Pennsylvania's Clean and Green program is intended to provide reduced taxes to forestland owners. Our project will evaluate the effectiveness of the Clean and Green program in maintaining Pennsylvania's forestland base and the program's impact on forest management decisions. We will conduct cost and income analyses of different tax approaches, compare the current approach to forestland taxation under Clean and Green with alternatives, and provide a factual basis for policy decisions regarding forestland taxation alternatives. Our results will be made available to public officials, business leaders, forest landowners, foresters, and local residents to help them understand the importance of efficient and equitable forest property taxes to the economic viability of Pennsylvania's countries and the forest products industry.
