Timothy J. ConsidineTIMOTHY J. CONSIDINE
(Ph.D., Cornell, 1981) is Professor of Natural Resource Economics at the Pennsylvania State University. 

Professor Considine teaches courses on the History of the World Oil Industry, Energy Economics, and Energy and Mineral Project Finance.

His research focuses on the business and environmental challenges facing energy and mineral industries. Sponsors for his projects include the National Science Foundation, The World Bank, U.S. Department of Energy, Environmental Protection Agency, various foreign governments, and international corporations.

Dr. Considine has extensive experience on petroleum market analysis. His research on petroleum prices and inventories has been published in the top economic journals. In addition, The Cato Institute recently published his paper exploring management policy issues facing the U.S Strategic Petroleum Reserve. Dr. Considine also developed a monthly econometric model of world crude oil markets, which is now used by the U.S. Department of Energy’s Office of the Strategic Petroleum Reserve to estimate the market impacts of various management policies.

In addition to petroleum, Professor Considine has published papers about the accuracy of natural gas market forecasts, the sulfur dioxide pollution control permit program, industrial ecology and material flow analysis, new technology adoption in steel and metals industries, the economic and environmental dimensions of coal gasification and liquefaction, and the economics of coal and electricity markets.

His current projects include the economics of state renewable fuel portfolio standards, fuel switching and carbon permit trading in the European Union, and the economic impacts of natural gas development.

During his 26 years of professional experience, Dr. Considine has been awarded several major professional honors including a Gilbert White Fellowship at Resources for the Future, Lucent Technology Industrial Ecology Fellowship, and an American Statistical Association Fellowship. Prior to joining Penn State in 1986, Dr. Considine worked as an Economist at Bank of America where he developed the oil price forecast that proved instrumental in his unit earning the Silbert Award for best economic forecast in 1986. He began his professional career in 1981 as the lead analyst for natural gas deregulation at the U.S Congressional Budget Office where he was awarded the Outstanding Service Award. Dr. Considine has a B.A. with Honors in Economics from Loyola University of Chicago, a M.S. in Agricultural Economics from Purdue University and a Ph.D. in Natural Resource Economics from Cornell University.
