These are the main public safety frequencies for the State College area, shared by both State College Borough and The Pennsylvania State University, and are licensed to Penn State. Used by Penn State Police, and workers at recreational events at Beaver Stadium (e.g. football) and Bryce Jordon Center arena (e.g. basketball, events, and concerts) for parking, traffic control, ushers, maintenance, EMS, and food service (and apparently some PSU maintenance). Also used by Centre Co. police.

The control channel rotates randomly between the 857, 858, 859, and 860 MHz channels and generally changes frequency at 11:00 PM (but sometimes changes mid-day). Traffic analysis shows that the 857, 858, and 859 frequencies bear most of the traffic. Morse code ID's occur around  H:57 and H:27 on 856. Digitally encrypted traffic appears from time to time, often on 856.

Units numbered in the 2000's are EMS, 3000's are Centre County police (e.g. 32xx-State College, 34xx-Bellefonte, 37xx-Ferguson Township, 38xx-Patton Township) while 4000 units are PSU.

Trunked radio Motorola talk group ID's include: 0290 (State College Police), 0510 (State College Grounds Dept.), 0470 (University Police), 01B0 (Campus Student Escorts), 08xx and 09xx (Jordon Center), and 0530 (EMS). These are the frequencies for the new Centre County emergency system, which started operation in March 1999. This system will be replacing the discrete frequencies used by the fire and EMS services in the county. Limited monitoring of the system indicates that it handles fire and ambulance, and also relays police comms from the public service system (perhaps cross-linked off-the-air? -- relayed transmissions appear to have a reduced audio quality and slight delay from public service system).
