LORL Faculty Associate, Legislative Office of Research Liaison, PA General Assembly, since spring 2003.

Member (three years), Commission on Peer Review and Accreditation, National Association of School of Public Affairs and Administration (NASPAA), the accrediting body for public administration. Frequent site visit team chair for NASPAA and consultant to numerous universities on program development in political science and public administration. Site visitor for the American Council on Education. Frequent external reviewer for tenure and promotion decisions, research grant proposals, and journal and book manuscripts.

Member, Professional Development Committee (formerly, Pennsylvania Municipal Management Program-- PMMI), the training arm of the Association of Pennsylvania Municipal Managers (APMM). This unit offers six workshops per year and an advanced management certificate to municipal managers in Pennsylvania.  Board Chair, 1993‑1997 and Board Member, 1997‑present. (Service as only academic on the statewide board.)

Academy for Excellence in County Government Advisory Board, County Commissioners Association of Pennsylvania (CCAP), Member or ex-officio member, 1993-present; Vice‑Chair, 1995‑1997; Founding Co‑Chair, 1993‑95. This unit offers a two year course of instruction to county commissioners, county clerks/administrators, and county solicitors/attorneys, which leads to a certificate.

Coordinator, PA Program to Improve State and Local Government, 1992‑present.  This is a small public service research and training center originally affiliated with the national Coalition to Improve State and Local Management at Carnegie Mellon University. Recent  projects:  Policy Issues Seminars for the Pennsylvania Newspaper Association;  training workshops for the State Game Commission and Department of Community and Natural Resources; inter-municipal cooperation research; Small Communities’ Infrastructure Needs Research Project; Small Communities Outreach Projects for Environmental Issues (EPA and NASPAA); National Small Government Research Network, Secretariat.

Special Assistant to the Provost, Penn State Harrisburg (PSH). January-August 1996. Various administrative responsibilities, including development of a framework for PSH's 5­ year strategic planning, performance indicators development, and performance budgeting process. Involved with all aspects of administration of the College, including reorganization, faculty governance committees, conducting a tenure and promotion workshop and new faculty orientation.

Research Team Administration. Chair, interdisciplinary, multi‑university research team studying multi‑community collaboration for economic development in the U.S. and Canada, 1991‑present; Coordinator, National Small Government Research Network, 1986‑1998; Director, North Carolina Local Policy Project. Developed and administered surveys of local officials on policy topics, in conjunction with municipal and county associations, state officials and interest groups, 1979‑1988. Principal Investigator for two National Science Foundation‑funded projects involving team research coordination and a USDA grant.
