2011 PSU Worthington
Scranton TDG request – Camtasia.
One of the major initiatives of the Core
Council report was the development of alternative modes of delivery for course
both for our campus and between campuses. I have successfully delivered STAT
200 online supported with a series of 22, five minute videos that I prepared.
The 5 minute limitation was due to the free version of TechSmith
software Jing. I am also delivering IST 412 this semester via Adobe Connect
which allows presentation and recording of both live video and audio. This
software, however, has no capability for pausing, which is critical for
development of videos. I am requesting $166.87 for a license for Camtasia which will allow for unlimited video and audio
preparation without regard to time limits, and allow for pausing and editing. I
feel this would be a valuable addition to our delivery options. I would be
willing to train others if successful. Awarded, $166.87.

My research and service to the profession
activities remained very strong this fall as I presented 4 papers at two

Technology Professionals. (See below for some details). The total costs for
these conferences, including airfare, hotel, and lodging has exceeded my
allocated budget amount of $2000 by $450.71. Awarded, $450.71.

The objective of this proposal is to provide
broad-based subsidized training in Security, Risk and Network Integrity to the
area’s high school educators and students, financial services and other key
area industry personnel, and the community at large. This includes
strengthening our Network and Computer Security Laboratory at Penn State
Worthington Scranton to support security, networking and information assurance education. The laboratory focuses on six major areas: 1) Networking
& Telecommunications, 2) Information
Security & Assurance, 3)
E-Business Security, 4) Web and database security, and 5)
General Physical Security, and 6)
Disaster Planning and Recovery.
To effectively address this shortage, it requires
computer and network security education that provides more than descriptions of
security theory and concepts. Penn State Worthington Scranton is developing the
Security and Risk Analysis (SRA) program which could provide top-notch
graduates for security related positions. SRA is based on an interdisciplinary
curriculum that exposes students to these areas of study including security
(both logical and physical), intelligence analysis, and the social and
organizational factors associated with protection in order to meet the goal of
a new educational program that meets societal needs. The combination of these
SRA skills with each student’s major field enhances the application of security
and risk analysis to nearly every other domain. The SRA program’s benefits are
premised on the support of unique training and education in the analysis and
assurance associated with security-critical concepts in various domains.
Graduates will have many career choices and will be well-prepared for financial
service jobs. The enhanced security lab included in this proposal will be
integrated into this program development and will provide training for both the
financial service industry and all the “expanded talent development”
industries.
The proposed security programs provide a foundation in
the computer and network security education. This is accomplished by providing
students the opportunity to get hands-on experience through lab assignments in
correlation with classes. This allows the student to gain a better
understanding of the material through implementation and practice in addition
to learning through textbooks and lectures. Security classes instead of merely
discussing how different protocols, securing practices, and encryption
algorithms are used will now be able to elaborate these topics by installing,
configuring and testing topic related programs in the laboratory.
For industry and continuing education students,
certificate programs will be developed to provide specific training in the
necessary security and risk skills to improve their operations and meet privacy
protection requirements. For the community at large, specific short sessions
will be presented to make individuals aware of home security issues and ways to
address and overcome common security shortcomings including intrusion, identity
theft, and personal information protection.
Overall, we see our personnel and facilities providing
valuable services to all our participants and collaborators. No one is exempt
from the security issues noted and we all share a common goal of safeguarding
our proprietary and personal information and protecting corporate and personal
privacy.

Assessing the Scholarly Substance
H-Index
The
h-index is an index that attempts to measure both the productivity and impact
of the published work of a scientist or scholar. The index is based on the set
of the scientist's most cited papers and the number of citations that they have
received in other publications. The index can also be applied to the
productivity and impact of a group of scientists, such as a department or
university or country. The index was suggested by Jorge E. Hirsch, a physicist
at UCSD, as a tool for determining theoretical physicists' relative quality[1] and is sometimes called the Hirsch index or
Hirsch number.delta-H and delta-G
These
two values measure the minimum number of citations needed for incrementing the
current h-index (g-index, respectively), by 1.
G-Index
The
g-index is an index for quantifying scientific productivity based on
publication record. It was suggested in 2006 by Leo Egghe.
The index is calculated based on the distribution of citations received by a
given researcher's publications. Given a set of articles ranked in decreasing
order of the number of citations that they received, the g-index is the
(unique) largest number such that the top g articles received (together) at
least g2 citations. The g-index has been characterized in terms of three
natural axioms by Woeginger (2008). The simplest of
these three axioms states that by moving citations from weaker articles to
stronger articles, one's research index should not decrease. The g-index is
highly correlated with the h-index (Serenko 2010).
However, these indices are conceptually distinct, and the g-index attempts to
address shortcomings of the h-index. Like the h-index, the g-index is a natural
number and thus lacks in discriminatory power.
In
the case of delta-h the value is computed as (h+1)-c[h+1]
+ sum_(from 1 to h)[max((h+1) - c[i],0)], where c[h]
is the number of citations for the paper in position h, and h is the current
h-index.
delta-G
is computed as (g+1)^2 - sum(from 1 to g+1)c[i], for
g the current g-index.
Note
that for increasing h-index by 1, one has to obtain delta-H new citations on
those particular papers which fail to have h+1 citations:
all the first h+1 papers must reach at least h+1 citations, meaning that
usually the (h+1)-th paper is the main culprit for
the value of delta-H. Viceversa, for increasing
g-index, any new citation on the first g+1 papers matters, no matter how it is
distributed.
E-Index
The
h-index has already been used by major citation databases to evaluate the
academic performance of individual scientists. Although effective and simple,
the h-index suffers from some drawbacks that limit its use in accurately and
fairly comparing the scientific output of different researchers. These
drawbacks include information loss and low resolution: the former refers to the
fact that in addition to h2 citations for papers in the h-core, excess
citations are completely ignored, whereas the latter means that it is common
for a group of researchers to have an identical h-index.
Methodology/Principal
Findings
To
solve these problems, I here propose the e-index, where e2 represents the
ignored excess citations, in addition to the h2 citations for h-core papers.
Citation information can be completely depicted by using the h-index together
with the e-index, which are independent of each other.
Some other h-type indices, such as a and R, are
h-dependent, have information redundancy with h, and therefore, when used
together with h, mask the real differences in excess citations of different
researchers.
Conclusions/Significance
Although
simple, the e-index is a necessary h-index complement, especially for
evaluating highly cited scientists or for precisely comparing the scientific
output of a group of scientists having an identical h-index.
delta-H
and delta-G should be a measure of how difficult would be for the author at
hand to increase his/her h and g-index. Note that the range of delta-h is relatively
small (in the worst case, delta-h= 2h+1).
Normalized
Values
Normalized
values (the second row of data which is displayed) are computed by normalizing
the number of citations found per each paper. From version 2.3 on, there are
two types of normalization.
Normalization
per author: if paper i has
been cited t times, and has been written by k authors, its number of normalized
citations is t/k.
All
the indices values, in the row where data are normalized per author, are
computed considering these normalized values. In particular the normalized
h-index corresponds to h_{I,Norm}
of Publish or Perish.
Due
to limitations on the Google Scholar output format, Scholar H-Index truncates
to 4 (or 5) the author count for papers having more than 4 authors. In such a
case, the presented h_{I,Norm}
has to be taken has an upper bound estimate of its real value (take care,
especially for fields like Biology and Chemistry in which 12+ authors is the
usual number). For having a finer-grained value the Addon
Advanced Interface allows to semi-automatically fix the number of authors to
the accurate value.
Normalization
per age: if paper i has been cited t times, and has
been written in 2001, its number of normalized citations per age is t/(CY-2001+1), for CY the current year.
The
above corresponds to the contemporary h-index of Sidiropoulos
et al., with parameters delta=1 and gamma=1.
Note
that indices (h,g and e)
computed on values normalized per age do not coincide with any of the Age
Weighted metrics displayed by Publish or Perish, nor with PoP
hc-index (which is the contemporary h-index with
delta=1 and gamma=4).
Although
this metric can be subject of criticism (values will abruptly change each Jan
1st 0:00:01; citations on old papers become exponentially less influential year
by year), we found it as having an intuitive simmetry
and interpretation, compared with plain indices, and compared with indices
normalized per co-authorship.
