This page lists several most interesting/recent projects I participated in.
Russia’s 1992 Subsoil Law made it a common practice to grant subsoil use rights based on the auctions. The results of the auctions are required to be published in official newspapers, but up to the moment there were no publicly available database of these auctions. The Center for the Study of Auctions, Procurement, and Competition Policy in the Department of Economics at the Pennsylvania State University in cooperation with the Human Capitol Foundation plans to create such a database and make it available to the scientists by publishing at the CSACP's website. Preliminary version of the database will be available in January, 2008.
Since the first spectrum auction in 1994, the Federal Communications Commission collected more than $50,000,000,000 in revenue from selling different kinds of spectrum licenses. The auction data is available to the general public at the FCC website. However, it is not convenient to use: some of the auctions are represented by more than 2000 files.
In July 2007 the Center for the Study of Auctions, Procurement, and Competition Policy in the Department of Economics at the Pennsylvania State University undertook a major effort to convert the data to more convenient format. The results of this project are available at the Center for the Study of Auctions, Procurement, and Competition Policy web page.
Soviet Union was the country where posters played a very important political role. At some moments of the history, the government considered the posters as the most efficient way to communicate with the people. They were a significant part of propaganda.
The goal of this project was to analyze the history of the Russian poster from late XIX century and till recent time based on the factual material. During the course of this research the authors collected more than 3000 posters and made their images available to the public.
The State Automated System "Vybory" is the electronic voting system which is used for different elections in Russian Federation. It consists of several modules which are designated to perform different tasks during elections and polls.
The main goal of SAS "Vibory" is to computerize information flows on the day of election and give a good approximation of the results within several hours after the closing of the elections.
